In recent years,with the implementation of the unified registration system of real estate in China,the integrated registration of homestead and rural housing gradually attracted more and more attention.The No.1 document of the Central Committee and JiangSu provincial Party committee has put forward requirements for the registration of rural real estate for five consecutive years.And at the same time,the real estate registration of the housing and land in rural areas has not only been included the completion of the third national land survey by Jiangsu Provincial Government,but also been included in the scope of unified registration of real estate.It is of great importance to carry forward the registration of rural real estate for promote the development of rural economy and protecting the farmers' rights and interests,and the effective promotion of it is not only instrumental in clarifying the real estate property rights of rural homestead,collective construction land,houses,etc,but also conducive to protecting the protecting farmers' property rights,revitalizing rural resource and assets,advancing the reform of rural property rights system,promoting the revitalization of villages and eventually accelerating the integration of urban and rural development.However,with the deepening of integrated rural real estate registration,many problems become more and more obvious,and If not solved in time,it will affect the process.On the basis of literature review and investigation,this paper first expounds the basic concept and theoretical basis of integrated rural real estate registration.Then taking the organizational progress of this work in two pilot villages in Fengxian County as an example,this paper analyzes the problems exposed in the process of the right confirmation and registration,such as multiple households,excessive occupation of homestead and housing area,and difficulty in determining the right subject,such as multiple residences,over occupation of homestead and housing area,and difficulty in determining the right subject.Then,it analyzes the reasons from the aspects of historical legacy,examination and approval management,personnel quality,policy system,etc.Finally,through the comparison and summary of the experience and practice of the domestic advanced areas,this paper puts forward corresponding countermeasures from six aspects,which successively are resolving the historical problems,standardizing the examination and approval management of homestead and house,improving the quality of personnel,strengthening the registration information platform,improving the policies and regulations and strengthening the publicity atmosphere building to further guide and support the registration of rural real estate.
