Since the twenty-first century,China is faced with the increasingly intensification of the constraints of the resource and environment while its' economy is developing rapidly.And it is the inevitable choice to shift from taking GDP growth as a single development goal to making the upgrading of the industrial structure the main line to promote economic development.To realize the new industrialization and promote the upgrading of industrial structure,we should learn from the experience of developed countries and take a road of digitalized transformation.By releasing the "digital dividend" that stems from information technology,scientific management knowledge and advanced culture,we will promote the upgrading of industrial structure.And in the actual social situation in China,some regions and groups are difficult to participate in the creation and share the achievements of social civilization based on information,knowledge and culture,thus presenting a new form of poverty-digital poverty.Compared with the digital rich areas,the digital poverty areas lack the support of the manpower and material to upgrade industrial structure and then influence the upgrading of industrial structure because of information,human capital and other disadvantages.However,it is also facing the problem of digital poverty solidification while actively promoting digitization.That means it will be of more difficulty,more cost and little efficiency if we continue to advance digitalization with the existing mode.Therefore,under the double pressure that the digital poverty is gradually solidified and that the industrial structure needs to be transformed and upgraded,it is of great theoretical and practical significance to study their relationship.Based on the digital platform,digital capacity,digital administration and digital life,this paper constructs the index system of regional Digital Poverty.We measure digital poverty index of 31 provinces in China and then analyze the evolution and reasons of its temporal and spatial characteristics.Furthermore,from the angle of the industrial effect?the labor force endowment effect and the advantage of backwardness,this paper analyzes the mechanism of the digital poverty's action on the upgrading of the industrial structure;Also,it makes an empirical study by constructing the Spatial Durbin Model according to the China's provincial panel data.The results are as followed:(1)On the whole,China's digital poverty-reduction shows a healthy development trend.But with the advancement of digital process,digital gradually appears "attenuation effect";the work of poverty-reduction is entering into the hard stage and facing the problem of selection of benefit and cost.(2)Compared with the spatial distribution map of digital poverty and industrial structure upgrading in 2015,it is found that the evolution of digital poverty and industrial structure upgrading are almost synchronized in space and a "digital and industrial gap" runs through the north and south of Hebei,Henan,Jiangxi,Anhui,Hunan,Guangxi and Guizhou.(3)The possible attenuation boundary of the "spatial polarization effect" of the digital rich regions to the digital poverty areas is 160-200 km.(3)As far as the whole nation is concerned,the digital poverty has hindered the upgrading of industrial structure.However,it doesn't go for the same in the perspective of parts of districts.On the contrary,through the digitization “compensation”,then it makes up for the shortage of digitization and promotes the industrial structure to a higher level.Finally,the paper suggests that the government should carry out the digital strategy varying with different districts and phases and should not blindly follow the trend which may go against the objective laws of economic growth.
