In the long term,the problem of poverty in China is considered just as a rural phenomenon.Many studies mainly focus on rural areas;study on the problem of urban poverty is a serious lag.With the reform and the process of urbanization,Chinese economic system promotes a huge gap,the city residents' income,between the rich and the poor differentiation,which has become increasingly prominent.The poverty in cities and towns grows more severe.While the western region is China's poverty-stricken population agglomeration,local poverty breadth and depth of the highest,has always been the main focus area of poverty alleviation and development of the country.Since the western development,although the rapid development of the western region,poverty has been greatly eased,But because the western region is relatively backward economic development,industry optimization,low level of education investment is not high,poor people are still a large number of poverty rate is higher and the risk of further deterioration.It is significant for our whole society to complete the grand goal of building a moderately prosperous society in 2020,which means all the people in western China need to find some way to get rid of poverty and become better off.In this paper,the research object is the poverty of western region in urban area,which based on the achievements of research,to clarify the upgrading of the industrial structure on the basis of the mechanism of urban poverty.Further select the relevant data in the 10 provinces of Western China during 2003-2014 years,the structure of Moore index and FGT index were used as quantitative indicators of industrial structure upgrading and poverty,using the empirical analysis to find the effect of mitigation of urban poverty and upgrading of the industrial structure in the western region.The conclusions are as follow:(1)Upgrading the industrial structure of the western region can reduce urban poverty by the economic growth and employment effects significantly.(2)The industrial structure of the western region have a significant and robust effect on urban poverty,but the effect of three industrial sectors for poverty reduction is different.The effect of the third industry of poverty reduction is the most significant,but in the first industry and second industry reducing effect is not obvious.The difference of labor intensity is one of the important reasons leading to the different effects of the three industries,the more labor intensive industries,the more poverty reducing effects.(3)Passive economic growth is not contribute to poverty reduction.Economic growth and poverty reduction also depends on the degree of income inequality,poverty and the income gap has a larger income elasticity,the effect of economic growth on poverty alleviation effect gradually weakened,and the income distribution of the negative impact of poverty reduction will increase gradually,effective poverty reduction policies need to consider the effect of income distribution.(4)Poverty is persistent,the deeper people in poverty,the more people are likely to fall into the trap of poverty.The poverty reduction strategies of the western urban regions in the future should focus on people with a deeper level of poverty.(5)The level of education can affect the human capital stock of the poor people,which can lead to poverty reduction,paying attention to education level at the present stage is the best way to realize sustainable poverty reduction in western urban regions.
