National Catastrophe Insurance Fund Mechanism Design And An Empirical Study On The Financing Standards

There are various natural disasters in China with obvious catastrophic nature.Catastrophic events represented by "Marandi" and floods in the Yangtze River Valley have seriously damaged the people’s production and life in recent years.Due to the long-term relatively inadequate financial and insrance compensation,the frequent occurrence of catastrophe is also giving rise to the urgent desire of the whole society to reform the compensation mechanism for catastrophic losses in China.With China’s government putting the catastrophe insurance system into the top-level design route,the catastrophe insurance pilot in various places has been spreading over the past four years,and China has entered the initial stage of exploring catastrophe management system reform.In order to ensure the sustainable development of the catastrophe insurance system,this paper puts forward the core view that the national catastrophe insurance fund is used as the center of the system.Then,the mature experience of this reference to the Caribbean catastrophe risk fund and Taiwan residential earthquake catastrophe insurance fund in the core structure,insurance business,financing business and risk transfer arrangements,combined with the pilot fund of our country and the basic national conditions,the thesis puts forward the suggestion on the basis of objectives,including the nature and operation structure,insurance business and financing mechanism,four aspects of the operation of the framework of the future national catastrophe insurance fund.Finally,based on the flood sub-fund as the research object,the article makes an empirical analysis on the difference in the area of the initial financing standard using factor analysis method,index system composed of 16 original variables extracted on behalf of the residents life quality level,regional economic aggregate exposure and risk of loss and insurance market development level of 4 common factors,and the country’s 31 provinces,autonomous regions and municipalities directly under the central government(excluding Hongkong,Macao,Taiwan)according to the factor score ranking is divided into four pay grades and make reasonable evaluation.
