| The signalling equipment is the brain of the railway system,which is responsible for the command of train operation,safety of operation and transport efficiency.With the rapid development of China’s railway system,it is very critical to keep the safety of the signalling equipment.The research is a branch of research and development(R&D)management,focusing on technical risk management,neither on R&D financial risk management nor on R&D feasible risk management.The paper takes the railway signalling equipment R&D process as the research object.By using the basic theory of risk management and a comprehensive reference on other related industries,the technical risk management system is built based on the two topics:risk analysis and risk control.Firstly,based on the general risk analysis steps,an analytical method for the research and development process of signal equipment is proposed.The HAZOP guide words and brainstorming method are adopted for hazard identification;using the risk matrix,the consequence of hazard is evaluated by frequency and severity;referring to the safety integrity level definition of automotive industry(ASIL),SIL grade of signalling equipment is proposed.Secondly,in order to ensure the correct implementation of risk control measures,a set of management methods to reduce defects in the design phase,detect and fix defects in the test phase are proposed.Thus,based on the V model of R&D,the applicable risk analysis and risk control management method are matched with each stage in the R&D process,and the R&D technical risk management system is established.At last,taking the development of a railway signalling equipment as an example,the application of the technical risk management system is elaborated,and its performance is also evaluated.It is proved that the technical risk management system has important theoretical significance and practical value for the R&D process of railway signalling equipment. |
