Research On The Efficiency Of Financial Poverty Alleviation In Poverty Counties Of Henan Province

Since thirty years of reform and opening up,the domestic economy has developed rapidly,but the number of poor people is still large.Finance is an important factor of economic development and it plays an important role in the strategy of rural poverty alleviation.Under the condition of market economy,finance has been the core of modern economic development.Financial development has promoted economic growth and farmers' income,with the increase of financial support for poverty alleviation,how to effectively carry out rural financial support in rural construction and improve its output performance is becoming more and more prominent.therefore,it is necessary to study the poverty county of Henan Province financial poverty alleviation efficiency,in order to promote the further development of regional financial Chinese the efficiency of poverty alleviation.As one of the six key provinces of poverty alleviation,there are many poor counties in Henan Province,the economic development is backward,and the allocation efficiency of financial resources is low.This paper firstly analyzes the relevant theories of financial efficiency of poverty alleviation.Secondly,taking the 30 poverty-stricken counties in Henan Province as an example,comprehensively considering various factors,and selecting input indicators and output indicators of national income.Then using the DEA model to measure the poverty counties finance poverty alleviation efficiency in Henan Province.The results showed that: the rural financial efficiency of poverty alleviation in Henan province is low,there are certain differences in the districts of each county.The Funiu Mountain Area and the Yellow River district rural financial poverty alleviation efficiency is not high,mainly caused by the pure technical efficiency,which obviously in Funiu Mountain,and wu should start from the technology and management to improve the financial efficiency of poverty alleviation;Dabie Mountain poverty alleviation financial efficiency is not high,mainly caused by the comprehensive technical efficiency,it is necessary to fully investigate whether the input is reasonable,so as to improve the efficiency of financial poverty alleviation.Then,this paper uses the Tobit model to analyze the factors affecting the financial efficiency of thepoverty-stricken counties in Henan province from two aspects of the whole and the region,and draw the conclusion that the impact of public revenue,regional economic development and the scale of agricultural development on the financial poverty alleviation efficiency of Henan poverty-stricken counties.Combined with the above analysis,this paper puts forward some suggestions on improving the efficiency of poverty alleviation in poor counties of Henan province.Firstly,suggestions for improving the efficiency of financial assistance in Dabie Mountain Area: adjusting resource input,ensuring rational utilization;increasing financial investment,ensuring growth and expanding rural planting area.Secondly,suggestions for improving the efficiency of financial assistance in in Funiu Mountain Area: improving the construction system of rural financial system,improving the level of rural financial management;increasing the number of agricultural practitioners,properly controlling the area of agricultural sowing,and increasing financial input.Thirdly,suggestions for improving the efficiency of financial assistance in the Yellow River beach area: accelerating the system construction,improving the management level;adjusting the range of sowing and ensure the sown area.
