Research On Economic Development And Tourism Poverty Alleviation Efficiency In Shandong Province

Shandong Province is the major province of economy and tourism in C hina,of which economic development is fast and strong.However,the problem of unbalanced regional economic development is still outstanding.In order to promote regional economic development and improve the living standards of residents in poverty-stricken areas,the government strongly supports the tourism poverty alleviation,making full use of the advantages of regional ecology,culture,rural characteristics and so on.This paper studies the difference of regional economic development level and the poverty alleviation efficiency of tourism,which can be more intuitionistic to find out the problems existing in the work of poverty alleviation in various regions and provide the theoretical basis for the implementation of precision poverty al eviation.The paper first studies the economic development level difference of 17 cities in Shandong Province,and extracts 10 variables from three angles of comprehensive economic index,industrial structure index and social development level index,and analyzes the economic development status of 17 cities in 2016.Compared with the comprehensive score,it is found that the economic development level of each region is quite different,among them,Heze,Zaozhuang,Rizhao,and Laiwu have low economic development level in four cities.Secondly,the paper establishes the evaluation system of tourism poverty alleviation efficiency in different regions,and uses data envelopment analysis(DEA)to evaluate the poverty alleviation efficiency in three aspects,such as comprehensive efficiency,technical efficiency and scale efficiency,and gives the improvement direction to the areas with low poverty alleviation efficiency.Finally,the paper selects the Malmquist index analysis method to analyze the time dynamic of the total factor productivity change(TFP)of tourism poverty alleviation in 17 cities,and finds out the main reasons affecting TFP.The results show that the overall economic development level of Shandong Province is higher,and the comprehensive efficiency of tourism poverty alleviation is improved,but there are obvious differences between the regional economic development level and the tourism poverty alleviation efficiency.Four regions with low level of economic development(Heze,Zaozhuang,Rizhao,Laiwu),only Heze,Laiwu's tourism poverty alleviation efficiency achieves the optimal,the tourism poverty alleviation model is effective,should continue to maintain.In Zaozhuang,Rizhao,the tourism poverty alleviation efficiency is less than 1,and the tourism resources are not fully allocated,which cannot achieve the maximum output effect.We should excavate and rationally allocate the local tourist resources and improve the poverty alleviation efficiency of tourism.
