A Study On The Efficiency Of Financial Povertyalleviation Fund Managementin Heilongjiang Province

The basic guarantee for the smooth development of poverty alleviation lies in funds.Among the components of poverty alleviation funds in China,financial poverty alleviation funds occupy the main position.Whether China's poverty alleviation and development work can achieve high-quality results lies in the way of financial poverty alleviation fund allocation,the accuracy of investment,the efficiency of use,the mechanism of supervision and the performance evaluation of funds,that is,whether the financial poverty alleviation fund management is effective.After 2020,the relative poverty in Heilongjiang Province will still exist for a long time.The investment of financial poverty alleviation funds will not stop with the elimination of absolute poverty.Improving the efficiency of financial poverty alleviation funds management is of great significance to promote the effectiveness of poverty alleviation and development.There are 28 poor counties in Heilongjiang Province,20 of which are at the national level and 8 at the provincial level.According to the website of Heilongjiang Poverty Alleviation Office,in February 2020,all the last five poverty-stricken counties in Heilongjiang Province will be decapitated,and all the poverty-stricken counties in Heilongjiang Province will be decapitated according to the current standards.However,it is only a time point for the poverty-stricken counties to get rid of poverty in an all-round way.This paper studies and discusses the current poverty alleviation and development work in Heilongjiang Province from the perspective of financial poverty alleviation fund management,introduces the situation of poverty-stricken areas in Heilongjiang Province,the current situation of financial poverty alleviation fund management,the existing problems and causes of management,and puts forward corresponding countermeasures and suggestions to improve the efficiency of financial poverty alleviation fund management by using empirical analysis results and advanced experience at home and abroad for reference It is of practical significance to carry out the work of poverty alleviation and development in the future.Starting with the basic theory of financial poverty alleviation fund management in Heilongjiang Province,through the definition of poverty,poverty alleviation development and financial poverty alleviation fund related concepts,using the theory of public products,public choice theory,stakeholder theory and principal-agent theory,this paper explains the positive significance of financial poverty alleviation fund management for the smooth progress of poverty alleviation development.On the basis of expounding the current situation of the financial poverty alleviation fund management in Heilongjiang Province,this paper analyzes the problems existing in the financial poverty alleviation fund management in HeilongjiangProvince,such as the insufficiency of fund investment,the imperfection of fund distribution mechanism,the low efficiency of fund use,the imperfection of fund supervision mechanism and the imperfection of fund performance evaluation,and takes the existing problems as the starting point to study the causes of the problems,including bureaucracy and classification Under the governance of the project system,there are objective conflicts,loss of hierarchy system under the project fund principal-agent,insufficient capacity and quality of fund users,and lack of effective third-party supervision of financial poverty alleviation fund evaluation subjects.Using data envelopment analysis(DEA)and Tobit model,this paper makes a quantitative study on the use efficiency and related influencing factors of the financial poverty alleviation fund in Heilongjiang Province.Based on the experience of the financial poverty alleviation fund management at home and abroad,it puts forward some policy suggestions to improve the financial poverty alleviation fund management in Heilongjiang Province,including the standard difference and hierarchy of the investment goal identification and the investment goal targeting machine In order to strengthen the pertinence of financial poverty alleviation fund input,we need to brake the formalization and precision;build the output oriented fund distribution system and group allocation fund to balance equity and performance to improve the financial poverty alleviation fund distribution mechanism;increase the human resource development in poor areas and improve the precision and anti risk ability of poverty alleviation projects in industry to improve the use efficiency of financial poverty alleviation fund in Heilongjiang Province We should strengthen the audit and supervision of the financial poverty alleviation funds and improve the multi-dimensional financial poverty alleviation funds supervision system to improve the supervision mechanism of the financial poverty alleviation funds in Heilongjiang Province;improve the content and indicators of the performance evaluation of the financial poverty alleviation funds and strengthen the third party's participation in the performance evaluation of the financial poverty alleviation funds to improve the performance evaluation of the financial poverty alleviation funds in Heilongjiang Province.
