The Construction And Empirical Study Of The Third Party Evaluation System Of Precise Poverty Alleviation

Since the introduction of the precision poverty alleviation policy in November 2013,various measures have been actively carried out to implement poverty alleviation and achieved remarkable results.The introduction of precision poverty alleviation indicates the change of poverty alleviation mode in China,from "flooding" to "drip irrigation".In the process of policy implementation,precision poverty alleviation also presents many new features,the project households and poverty alleviation projects require accurate targeting,the poor households need accurate help,the poverty alleviation process requires accurate management,the results of poverty alleviation requirements accurate assessment.In this new situation,the original assessment model is no longer practical.In February 2016,the state council issued the "provincial party committee and government poverty alleviation effectiveness assessment approach",pointed out that third party assessment data will be introduced to poverty alleviation assessment.This paper aims at the special background of precision poverty alleviation,established an evaluation index system from the perspective of third party evaluation.This paper takes 8 special poverty villages in Xiaoyan Town,Nanzhang County,Hubei Province as a sample,combining with the construction of legislation card,field survey data,using AHP,fuzzy comprehensive evaluation method and other methods for empirical analysis.First of all,on the basis of the study of poverty and precision poverty alleviation in China,this paper introduces the concept of precision poverty alleviation,discusses the motivations of the third party evaluation system of precision poverty alleviation,the orientation of relevant parties and the basic process and specification of third party evaluation.Secondly,this paper establishes an assessment system which includes accurate identification,precision help,precision management as the first-level indicators,and the incidence of poverty,the coverage of poor people,whether the file card is detailed and other factors as 18 secondary indicators.Furthermore,this paper uses the method of analytic hierarchy process,entropy weight method and fuzzy comprehensive evaluation method to analyze the effect of precision poverty alleviation in 8 special poverty villages in Xiaoyan town.The empirical results show that the overall poverty alleviation effect of Xiao Yan town belongs to "good".The order of poverty alleviation effect in eight poverty-stricken villages is:Banzhuping Village,Chenjiabang Village,Guanyintang Village,Guanyinyan Village,Quyangping Village,Xiquanmiao Village,Zhouwan Village and Xingjiaping Village.The main reason of the differences lies in the strength of the social and economic basis,the matching degree of poverty alleviation projects,the capacity of poverty alleviation cadres and so on.Finally,this paper analyzes the problems that are prone to occur in the third party evaluation process of precision poverty alleviation,and puts forward some suggestions to provide reference for the follow-up improvement of precision poverty alleviation work,providing reference for the introduction of third party evaluation in poverty alleviation.
