At present,innovation is at the core of the overall national development and has become an important impetus for economic growth and national development.In the process of implementing innovation-driven strategies,we must allocate resources scientifically and efficiently,enhance innovation efficiency,and at the same time,implement innovation strategies.A certain degree of economy plays a supporting role.The overall economic development of the Yangtze River Basin is bound to play an important role in the implementation of the national innovation-driven strategy.However,looking at the achievements of the Yangtze River Economic Belt,there are few studies on the innovation system of the Yangtze River Economic Belt,and less attention is paid to innovation efficiency.Based on this,this article takes innovation efficiency as the entry point,and takes the newly emerging technological innovation highland Yangtze River Economic Belt as the research object,and empirically examines its innovation efficiency and its dynamic effects.First,based on the three-phase DEA,this paper measures the regional innovation efficiency of the 11 provinces and cities of the Yangtze River Economic Belt from 2012 to 2016 on the basis of controlling the impact of environmental factors,and divides the Yangtze River Economic Belt provinces and cities into upstream,middle,and downstream areas.Regional comparisons are conducted;on this basis,high-innovation efficiency regions are used as research objects,and PVVAR is used to further study the dynamic effects of innovation efficiency,and the interaction between input and output in high-efficiency regions in the regional innovation system is obtained;The results of the study put forward relevant policy recommendations for the current state of scientific and technological innovation in the Yangtze River Economic Belt.This paper analyzes the innovation efficiency and its dynamic effects of the Yangtze River Economic Belt,and draws the following conclusions:(1)The overall innovation efficiency of the Yangtze River Economic Belt is 0.48,the innovation efficiency is low,and the innovation and development of each region are uneven,presenting the upstream-middlestream-downstream order.The rising trend,further decomposing the results,found that the low innovation efficiency of the Yangtze River Economic Belt was mainly due to the low scale efficiency.(2)Based on the results of SFA regression,it is found that the environmental factors in the evaluation of innovation efficiency will have different degrees of influence on the slack variables of various innovation inputs,and the innovation efficiency evaluation needs to control the environmental factors;meanwhile,the downstream is in a better external innovation environment.The influence of environmental factors is minimal,and there is a certain gap between the stability of the innovation environment in the upper and middle reaches and the developed downstream regions.(3)The increase of R&D personnel's full-time equivalent will increase the number of patents authorized,but this increase will then turn negative,and the increase in the full-time equivalent of R&D personnel will also have a positive effect on the turnover of the technology market,but this The degree of positive effects will gradually decrease,and in addition,the full-time equivalent of R&D personnel will have a significant impact on fixed-asset investment and internal R&D expenditure.(4)The increase in the investment in fixed assets investment is not very obvious when it is converted into output,even if it will have a negative effect in the long-term effect,but the fixed asset investment will have a significant impact on itself,indicating that the investment in fixed assets is in the region.In the innovation system,it mainly serves as the basic support.(5)The internal expenditure of R&D funds has no significant effect on the number of patents authorized.The internal expenditure of R&D funds will be transformed into economic benefits in the innovation system,which will lag behind,but it will still have a certain role in promoting the increase of turnover in the technology market.
