In accordance with the data released by the official website of the National Bureau of Statistics,since 2009,the fiscal science and technology expenditure in the Yangtze River Economic Belt has been increasing at a rate of more than 10% per year.In 2018,the fiscal science and technology expenditure reached 252.7981 billion yuan.However,because the evaluation of the efficiency of fiscal science and technology expenditure has not yet formed a scientific and unified index system,it is impossible to scientifically and uniformly evaluate the efficiency of fiscal science and technology expenditure in the Yangtze River Economic Belt,which indicates that it is impossible to effectively evaluate the specific performance of a large number of financial science and technology expenditure.Meanwhile,for the lack of in-depth research on the factors influencing the efficiency of fiscal science and technology expenditure in the Yangtze River Economic Belt,it is impossible to bring up targeted recommendations for improving the efficiency of fiscal science and technology expenditure in the Yangtze River Economic Belt,thereby failing to promote the high-quality development of its economy.Under such circumstances,based on an in-depth analysis of the current status and problems of fiscal science and technology expenditure in the Yangtze River Economic Belt,this paper takes 9 provinces and 2 cities along the Yangtze River Economic Belt as research objects,and combines the mechanism of financial science and technology expenditure on the efficiency of scientific and technological output and related scholars.The results of the research have established an input-output indicator system for evaluating the efficiency of fiscal science and technology expenditure.Then,the superefficient SBM model and the ML index model are used to evaluate the efficiency of fiscal science and technology expenditure in the Yangtze River Economic Belt from static and dynamic perspectives,and the panel Tobit regression model is used to quantitatively analyze the external influencing factors of the fiscal science and technology expenditure efficiency in the Yangtze River Economic Belt.Finally,considering the results of empirical analysis,a series of concrete and feasible suggestions on how to improve the efficiency of its financial science and technology expenditure are put forward as combined with the actual situation of financial science and technology expenditure in the Yangtze River Economic Belt.The main research conclusions of this paper are:(1)Static analysis based on the super-efficiency SBM model: Generally speaking,the efficiency of fiscal science and technology expenditure has reached the overall optimal level under existing conditions in the Yangtze River Economic Belt;The mean value is the highest in the middle reaches,followed by the upstream,and the lowest in the downstream.Only in the middle reaches of the region has the efficiency value of fiscal science and technology expenditure been greater than 1 for 11 consecutive years,and the financial science and technology investment has been fully utilized;from different provinces,5 provinces(cities)with an average value of fiscal science and technology expenditure efficiency greater than 1 account for the overall 45%,the average efficiency between 0.5 and 1.0 is merely one in Hunan Province,and the average efficiency is below 0.5 in 5 provinces(cities),also accounting for 45% of the overall.In addition,the low efficiency of fiscal science and technology expenditure in Anhui Province and Shanghai City is the reason for the overall low efficiency of financial science and technology expenditure in downstream areas,and the low efficiency of fiscal science and technology expenditure in Yunnan Province and Guizhou Province should be responsible for the slow increase in the efficiency of fiscal science and technology expenditure in the upstream area.(2)Dynamic analysis based on the ML index model: From the time dimension,the efficiency of fiscal science and technology expenditure in the Yangtze River Economic Belt from 2007 to 2017 is not stable.The main reasons are twofold: one is the lack of effective management;the other is the unreasonable investment scale.From a spatial perspective,the problems that hinder the improvement of the efficiency of fiscal science and technology expenditures in the downstream areas come from Shanghai City and Anhui Province.Among them,the problem of Shanghai City lies in the management of input,the lack of effective management and the unreasonable investment scale,while the problems in Anhui Province consists of a technical regression and the lack of effective management;the problems that hamper the improvement of the efficiency of fiscal science and technology expenditure in the middle reaches are caused by Jiangxi Province and Hubei Province.Among them,for Jiangxi Province,it lies in the technological regression and the lack of effective management of the investment,while as for Hubei Province,the technological regression is responsible;the problems that curb the improvement of the efficiency of fiscal science and technology expenditures in the upstream areas come from Guizhou Province and Yunnan Province,among which the former has certain serious problems including the technological regression,lack of effective management,and unreasonable investment scale,and the problems of the latter lies in the technological regression.(3)External factors affecting fiscal science and technology: From the overall perspective of the Yangtze River Economic Belt,the degree of marketization,higher education and industrial modernization have a significant role in promoting the improvement of fiscal science and technology expenditure efficiency,while the level of opening up to fiscal science and technology expenditure has a significant inhibitory effect on the improvement of efficiency.However,the level of economic development and government scale have no significant influence on the improvement of the efficiency of fiscal science and technology expenditure.From a regional perspective,the impact of economic development level on the improvement of fiscal science and technology expenditure efficiency has a significant promotion effect on downstream regions,while the midstream and upstream regions have no significant effect;the impact of marketization on the improvement of fiscal technology expenditure efficiency is downstream regions and upstream regions which play a significant role in promoting,while midstream regions rarely have a significant role;the impact of the level of opening-up to the outside world on the efficiency of fiscal science and technology expenditures has a significant inhibitory effect on the midstream regions,while downstream regions and upstream regions have no significant effect;the influence of government scale on the improvement of the efficiency of fiscal science and technology expenditures takes a significant promotion effect for the downstream and midstream regions,while the upstream region has a significant inhibitory effect;the impact of higher education levels on the improvement of fiscal science and technology expenditure efficiency is significant for the midstream regions.The downstream area has a significant inhibitory effect,and the upstream area does not have a significant effect;the impact of industrial modernization level on the improvement of fiscal science and technology expenditure efficiency is significant in terms of the promotion effect on the downstream area and the upstream area,and by contrast,the midstream area has no significant effect.On the basis of the aforementioned conclusions,the following suggestions are provided:(1)Establish a stable growth mechanism for financial investment in science and technology,and optimize the expenditure structure;(2)Deepen the reform of the market economic system and enhance independent innovation capabilities;(3)Optimize the size of government functional departments and increase government staff quality;(4)Optimize industrial structure and develop and boost strategic emerging industries.
