A Study On The Satisfaction Of Basic Medical Insurance For Urban And Rural Residents

Over the past 30 years since the reform and opening up,our country's economic construction has made remarkable achievements,in the new stage,our goal has been converted to build a well-off society.and the problem of food and clothing is no longer the focus of the residents,with the economic and social progress,environmental pollution,busy life,overwork,sub-health,illness etc.all kinds of bad byproducts emerged,people also began to pay attention to the pursuit of quality of life,and health is the premise and guarantee for high quality life.In today's society,frequent mobility,frequent epidemics,ariations in the constantly changing,the health problem has become the focus of concern,and improve the medical insurance system is an important guarantee of citizens' health right.Therefore,the issue of health care has gradually become a hot issue of social concern,is also a major livelihood issues in China.The new rural cooperative medical system,the basic medical insurance system for urban residents,with the implementation of the two system and the continuous improvement,the social security goal--"everyone enjoy basic medical insurance" in our country have been basically achieved.But the basic medical insurance system according to the household registration between city and countryside were established exposed many shortcomings in the process of double track operation,such as the policy of defective design,service significantly,medical resources waste and confusion of the management system,the binary segmentation of the medical security system has seriously lagged behind the rapid development of urbanization,can not meet the growing need of medical care,but also difficult to adapt to the social security system of fairness.Therefore,in order to guarantee the basic health rights,accelerate urbanization,realize social justice,our country put forward to build a fair,uniform and no difference of urban and rural residents basic medical insurance system.With the pace of the reform of the basic medical insurance system,in Hebei province,Qian'an was listed as the first pilot city,integrate the system segmentation,unfairly "binary segmentation","fragmentation" of medical security system,on January 1,2014,began to implement no difference of urban and rural household registration of the basic medical insurance system for urban and rural residents.Since the implementation of the system,it has achieved good results,but due to the complexity of medical problems,there are some problems in the operation.In this paper,combining theory study and practice analysis,to the household registration differences into perspective,from qian 'an urban and rural residents basic medical insurance system background,development process,operation status and other aspects,using literature research,questionnaire survey and comparative analysis methods of insurance personnel satisfaction,system operation problems and the factors influencing the sustainable development was discussed and analyzed,combined with the actual situation of local,put forward constructive countermeasures,and provide the reference to construct the unified integration of urban and rural basic medical insurance system in Tangshan City as well as Hebei province's.
