Before the People's Republic of China was founded, the Chinese Communist Party has always insisted on using Marxist class analysis theory as a guide and has continuously enriched its practice and innovation around the development of class relations, providing valuable experience in the victory of the party's revolutionary cause. After the reform and opening up,China entered the initial stage of socialism, and the social classes gradually dissipated.Classes as substitutes for classes have become the distinctive features of changes in social structure. An important manifestation of the division and reunification of the classes in the economic field is that a number of emerging industries have mushroomed. In the foot, people who make a living from non-public ownership economy-related industries have developed rapidly and have become an integral part of the new social stratum. They have had an important impact on the formation and development of new strata and have played an important role in social development.Since the party's 18 th National Congress,General Secretary Xi Jinping proposed to vigorously promote the healthy development of non-public economy and non-public economy class, correct handling of the five major social relations, work hard to resolve social conflicts, and unite and guide people of all walks of life to make unremitting efforts to realize the dream of building a well-off society in an all-round way and the great rejuvenation of the Chinese nation. From the two aspects of positive and negative, the development of the non-public ownership economy has injected new vitality into China's economic development.Non-public economic personnel have injected fresh blood into China's social stratum structure, but it has also caused the Communist Party of China to face major challenges in consolidating and expanding its masses. The non-public ownership economy is unique, and the categories of the new non-public ownership sector are constantly changing. There is a bias in the value identification of the entire class, the lack of external supportive forces and endogenous strength in the development of the class. The factors that hinder the development of the class have not been eradicated, and the gap with other classes has shown an expanding trend, which has spawned misconceptions about this group.Through deeper reforms, the ruling party further correctly understands and brings into play the role of the non-public economy and its new class in promoting the development of the national economy, promoting political reform, and building advanced culture.Solving these problems not only tests the party's ability to govern, but also has important implications for building a harmonious and stable stratum relationship, promoting the sustainable development of China's social economy and the completion of the goals of a given development stage. It will also play an important role in promoting the sustainable development of China's social economy and the completion of the goals of the established development stage. This paper starts to discuss mainly through the five parts: The first part is introduction, including the background of this topic selection, research significance, domestic and foreign research review, and the definition of the concept of the paper, the main research ideas, methods and innovations are explained. The second part reviews the theory and practice of the formation and development of new social strata since the Chinese Communist Party's reform and opening up.It also explains the theoretical basis and realistic conditions for the formation of China's new social stratum, and summarizes the innovation and development of China's Marxist class hierarchy theory. The third part analyzes the elements of the formation and development of a new class of non-public economy at the initial stage of socialism, including its economic and political preconditions,as well as its practical difficulties. The fourth part discusses the way the party has promoted the development of a new class of non-public ownership economy since the 18 th National Party Congress, summed up and summarized ways to solve the current problems plaguing the non-public economy and the development of new non-public sectors. The fifth part, under the guidance of the socialist ideology with Chinese characteristics in a new era, explains the significance of the new class of non-public ownership in the overall development of socialism and the construction of socialism with Chinese characteristics from the theoretical and practical levels.
