This paper analyzes the application of Balanced Scorecard in the performance management of researchers in research institute through literature research and field research methods.With the rapid development of scientific research and education in China,the function of scientific research education has changed from the former teaching and training to the training of talents,academic research and serving local economic and social development.This transformation has put forward higher requirements for the work of our institute,and has added new difficulties to the workload measurement and performance management of researchers in our institute.How to implement reasonable performance management system in scientific research personnel,fully highlighted the effectiveness in teaching,scientific research and social services and other aspects of the work of scientific research personnel,and fully mobilize the enthusiasm of the researchers,this is an important topic in the performance management system to solve.There are seven chapters in this thesis:Chapterl:Introduction,ideal and purpose of this thesis.Chapter2:Research statue in the world,and theories of performance management and Balanced Scorecard.Chapters:Current statue of performance management in part of Chinese institutes.Chapter4:Current statue and problems of performance management in Z institute,the necessity and feasibility of implementation of the Balanced Scorecard in the performance management system.Chapters:Design of performance management system based on the Balanced Scorecard theory for Z institute,analysis of the weight of the Research Institute of the Balanced Scorecard indicators.Chapter6:Supporting measures of the Balanced Scorecard based performance management system in Z institute.Chapter7:Conclusion.Based on the overview of the performance management and the Balanced Scorecard theory,through research to understand the China Research Institute of the performance management of scientific research are overvalued and ignore the index setting,personal growth index of education index set is not enough,the lack of efficient cost control,performance management has not yet formed a complete set of indicators the system and other aspects of the problem.The balanced scorecard is an advanced management method,has been widely used in enterprises,this method can be adopted in customers,internal processes,learning and personal development as well as the four aspects of the financial dimension to construct the evaluation index,which fully meet the occupation orientation and work task of Chinese Institute of scientific research personnel,the implementation of in the research of Balanced Scorecard in the performance management card has certain necessity and feasibility.According to the actual circumstance of Z,the application of Balanced Scorecard theory from the customer,internal processes,learning and personal development and finance as the four dimensions of the Institute set up a performance management index system of scientific research personnel,by using the AHP method,analysis of the weight of the Research Institute of the Balanced Scorecard indicators,and put forward study on the Z balance scorecard to implement specific security measures of the performance management system,in order to improve the Institute of scientific research personnel performance management provides a set of scientific management scheme,also hope to improve the research level of the other research personnel performance management and provide a theoretical basis and practical scheme.
