After the "Sixth Five-Year Plan","Seventh Five-Year Plan","Nine-Zero-eight"and "Nine-Zero-Nine" construction projects,China's semiconductor manufacturing industry has now laid the foundation for the development of industries in Beijing,Shanghai and Wuxi.The major scientific and technological projects that have been implemented since the 11th Five-year Plan have given China's integrated circuit industry a qualitative change and achieved rapid growth.However,the global IC industry is still "big,big",industrial technology innovation more difficult,the speed began to slow down,more intense technical competition.China's IC manufacturing industry,with the exception of Huawei Haisi,SMIC and Changdian Technologies,already has a certain scale and the other industries are weak,small and scattered with poor market competitiveness.This shows that the national capital is relatively weak and the driving force of leading enterprises in the industry is relatively weak weak.In order to effectively improve the situation,it is necessary to enhance the efficiency of internal control work and improve the level of risk management in the day-to-day operation and management of an enterprise.However,at present,the development of semiconductor manufacturing industry in our country does not form a complete set of internal control system and risk management standards.Only through continuously strengthening research and drawing on advanced foreign management experience can we effectively improve this problem.Based on this,based on the framework of REM to co-ordinate the company's comprehensive risk management system,this paper comprehensively considers the market environment,internal characteristics and internal control status of enterprises,analyzes the necessity of ERM framework in the semiconductor manufacturing enterprises And then a more comprehensive framework is constructed.The overall risk management of the semiconductor manufacturing industry is analyzed from the aspects of general principles,internal environment,strategic objectives,event identification,risk assessment and response,and control activities.There is a certain reality significance.Finally,taking Sanan enterprises as an example,this paper analyzes and summarizes the reasons for the stagnation of the internal economy of the enterprise,gives corresponding solutions to the existing problems in the internal development of the enterprise,and at the same time,combines with its financial statements to do the risk management in the company The corresponding judgment is made,and on this basis,the company's risk value is obtained,and the degree of risk it faces is clarified.The results show that it is necessary and feasible to use REM framework in the internal risk control of semiconductor manufacturing enterprises,and the research in this paper is helpful to improve the internal control and risk management of semiconductor manufacturing enterprises.
