In recent years,real estate has gradually become one of the pillar industries of our national economy.Since the end of 2015,when the state put forward the policy of supply-side structural reform,real estate destocking has become a more and more concerned research topic.On the one hand,there are more studies on real estate economy,housing price regulation,real estate market risk and so on,but there are fewer special studies on real estate destocking.Moreover,the research on real estate destocking mainly focuses on macroeconomic policy and high-level government governance,such as tax reduction,interest rate reduction,household registration system reform,and so on.For county-level cities,in terms of administrative power structure,this kind of policy recommendations are not practical and operational.The research on destocking of county-level governments is still relatively weak.On the other hand,qualitative analysis and simple index analysis are generally used in the research of real estate destocking,quantitative study is lacking.This paper takes N District of Y City in central and western China as the starting point.Through investigation and empirical research,the paper makes a detailed statistical analysis of the investment in real estate development,commercial sales,price level,inventory,devitalization cycle and so on.Based on the statistical data,this paper analyzed the effect of the real estate destocking policies in 2015-2016 and the reasons that affect the policy effects.The quantitative research is the main part,and the qualitative research is the secondary one.On this basis,the local administrative departments,real estate companies,intermediary agencies,community owners were surveyed with questionnaires.The paper has handled a large number of first-hand information,analysed the attitude,the sentiment as well as the question and difficulty of the ordinary citizen,the policy executor and other different identity.At the same time,This paper also forecasts the potential demand and development trend of real estate in the next few years,and puts forward some concrete and operable suggestions on promoting the healthy and sustainable development of the real estate market in the middle and western counties of China,which are represented by N District.The first chapter of this paper is the introduction,chiefly introduces the research background,study meaning,research summary,research innovation and so on,in order to clarify the research ideas.The second chapter is the background and content of real estate destocking policy in N District,which mainly introduces the background of real estatedestocking policy,and the contents of real estate destocking policy at all levels and N District.The third chapter is the implementation effect of the real estate destocking policy in N District.The effect of real estate destocking policy in N District is analyzed in detail through2013-2017 statistical data.The fourth chapter analyzes the problems,the influence factor about policy itself and others in the implementation process in detail.The fifth chapter is the policy recommendations to promote the healthy development of the real estate industry in N district and other central and western counties.The sixth chapter is the conclusion and prospect of the research,which summarizes the conclusion of this study,and forecasts the potential demand and development trend of the real estate market in the future.This paper holds that the effect of real estate destocking policy in N District is obvious,but there are still some problems in the policy itself,and the effect of the policy is also affected by some factors outside the policy.In order to promote the healthy and sustainable development of the real estate industry of the county cities in the central and western regions,it is necessary to further deepen the adjustment of the industrial structure,increase the concentration of the population,strengthen the management of intermediary organizations and property market,and develop the real estate of ecology,health,tourism and other characteristics.At the same time,with the new urbanization and the new industrialization,the reform of the household registration system and the gradual implementation of the real estate tax,the real estate market has changed greatly after 2018,and many new problems have appeared in the real estate industry.Therefore,the conclusion of this study is only suitable for the results of the 2013-2017 analysis.
