Recent years,rural e-commerce has developed rapidly and rapidly penetrated into all walks of life with the popularization and application of information technology,which has affected and changed people's production and life style.Rural e-commerce has become an important "engine" for economic and social development.Rural e-commerce is of great significance in people's life because it influences the economic society such as consumption,steady growth,adjusting the structure,promoting transformation,increasing employment.Government pay more attention to the development of rural e-commerce,also different level of government have issued a series of policy documents to guide and promote the rapid development of rural e-commerce so as to make the proprietor clear development goals.Some department of government has also formulated standard specification of certain trade,which would be effective to a certain extent.However,the development of rural e-commerce differs accompany with different regions,so the local government should combine the development of rural e-commerce with the local reality to overall plan and take advantage of local resources.With the application of internet and information technology in rural areas,the Internet has been integrated with rural life,which also promote the development and innovation of rural society.In 2015,the General Office of the State Council issued the Guiding Opinions on Promoting the Development of Rural E-Commerce to actively promote the development of rural e-commerce,and made it clear that we should actively cultivate the main body of rural e-commerce market,expand the application of e-commerce in agricultural and rural areas,improve the development environment of rural e-commerce.Rural e-commerce began to blossom throughout the all over the country.Rural e-commerce changed the original production style of Chinese farmer,also changed their life and way of thinking,changed the organizational structure of China's rural areas.it is an important way to improve the Supply-side reform of Chinese agriculture.The benefit of developing rural e-commerce has been demonstrated accompany with the appearance of Taobao village,while government also make full use of rural e-commerce to explore the agricultural products and rural market.In consideration of simpleness and convenience of e-commerce,while it can effectively shorten the distance between the product and the market,so it is possible that all kinds of products can be put intomuch larger market.In a certain extent,rural e-commerce become an important way to promote the rapid resettlement of rural market resources,to improve the circulation efficiency of agricultural products,and to promote the farmers to increase income.In this way,rural e-commerce has become one of the important ways to tackle poverty.This thesis is to discuss that how to develop rural e-commerce from the angle of view of county government,which effective measures government can take to promote the development of rural e-commerce appropriate to its role in the market.Through the analysis of the research situation of rural e-commerce at home and abroad,combined with the actual situation of Changqing District,the thesis pay more attention to find the existing problems and how to resolve the problem.Considering the existing problems and other aspects of the Changqing District Government in the development of rural e-commerce,the thesis draws the following conclusions that rural e-commerce can be well developed as long as government and market can be perfectly combined in one.
