Research On The Supervision And Management Of Rural Land Circulation In Shikou Town, Dongying District

China is a big agricultural country,and the land issue is very important to agriculture.In recent years,due to the low income peasants in traditional agricultural production aspects and urban labor demand stimulus,a large number of farmers to lead to the dependence on the land reduced,land utilization also greatly decreased.With speed up the new urbanization construction,agricultural scale of production gradually replaced the traditional household as the unit of decentralized management pattern,under the premise that protect the interests of farmers and respect farmers' will,to rural land circulation for more intensive,highly effective,overall business mode of agricultural management become the trend of the current economic and social development.Rural land circulation is the only way to construct the current urbanization and new countryside construction.But at this stage in the process of rural land circulation,due to lack of effective supervision and management,the circulation procedure is not standard,the change of land use,the government,compete with the people bring damage to the interests of farmers,social problems such as unstable and serious negative effects such as loss of fairness and justice.Shikou,for example the land circulation regulation,because shikou is presides over 61 major agricultural town,village urbanization construction strong town,in the process of agricultural development and urbanization construction land circulation regulation problem is outstanding,have in common with the national regulation of land circulation and features;Second,the shik township government has made some beneficial attempts to the land transfer in administrative supervision and democratic supervision,but has not solved the problem fundamentally.Based on the questionnaire survey of more than 1200 farmers in shikou61 village,this paper analyzes the current problems of land transfer supervision in shikou and puts forward feasible countermeasures and Suggestions.The paper is divided into six parts:The first part of the thesis mainly focuses on the research background,significance and domestic and foreign research review,and briefly introduces the content,main research methods,research ideas and research plans of this paper.The second part of the thesis explains the related concepts of rural land circulation and land rent theory.The third part introduces the basic situation of land transfer supervision in shi kou town of dongying district,and the two main modes of supervision and effect.The fourth part introduces the prominent problems in the process of land transfer supervision in shi kou town of dongying district.The fifth part analyzes the causes of the problems in the supervision of land transfer in shikou town of dongying district from two aspects: administrative management and democratic supervision.The sixth part of the thesis puts forward the countermeasures and Suggestions to further improve the supervision of land circulation in shikou town of dongying district: first,the "elaboration" of land transfer supervision mode is established;The second is to establish the land circulation "sunshine" operation mode;Third,strengthen audit supervision and accountability.Finally,the concluding remarks of the full text.
