A Study On Problems And Countermeasures Of Rural Land Transfer In China

With the current imbalance of social and economic development,the low income of agricultural production in China contrasts sharply with the high income of cities and towns.Further problems arise,such as the lack of order in rural land circulation and the unreasonable transfer of rural labor force.The 19 major points of the party put forward that the future development direction of rural areas in China is to build a beautiful countryside,and land circulation is also the key content of building a beautiful new countryside.The construction of beautiful countryside is related to China's ecological civilization,rural rejuvenation and the construction of beautiful China,and is also closely related to the exploration of China's green development model.This paper makes a comprehensive study on the basis of literature research method,field investigation method and case analysis method.Taking Shaoyang as the research object,this paper puts forward the problems,present situation and countermeasures of rural land circulation in Shaoyang and the whole country respectively.After investigating the current situation of rural areas in Shaoyang,we know that there are a series of problems in rural land circulation,which can be analyzed from four angles,administrative level,market level,rural democratic management level and farmers themselves.First,at the administrative level,the policy system in the administration is not standardized,lacking perfect legal provisions as the basis,and the strength of policy implementation needs to be strengthened.Secondly,from the market level,there are many problems in the current rural land transfer market,lacking of a reasonable market mechanism and system.Thirdly,at the level of democratic management,many rural cadres do not have reasonable supervision and legal awareness,and some collectives have excessive interference.Fourthly,starting from the peasants themselves,the general peasants are in the middle and lower strata of the social stratum,and often do not have enough knowledge and culture.Therefore,when negotiating land rent with some businessmen,they are often in a weak position due to the lack of legal awareness.All these factors can affect the smooth progress of rural land transfer activities.Based on this,the paper makes policy recommendations from the above aspects,and strives to improve the current situation of rural land transfer.For example,to strengthen thepromulgation and supervision of policies,to enhance farmers' awareness of rights protection,to improve the management status of village collectives,and to establish a more complete market mechanism are more effective countermeasures and ways.
