| In September 2014,the State Council promulgated the "medium and long term plan for the development of logistics industry 2014-2020",and clearly proposed that"by 2020,we should basically establish a convenient,efficient,green,environmentally friendly,safe and orderly modern logistics service system with reasonable layout and advanced technology." In order to establish a modern logistics service system and improve the efficiency of logistics industry,we must improve the utilization of logistics resources.Then,what is the current situation of the utilization of logistics resources in China?What is the efficiency of the logistics industry?And what is the impact of the utilization of logistics resources on the efficiency of the logistics industry?It is the main work of this paper to study these problems from the combination of theory and practice,which will be of great significance.In this paper,the methods of combining theory and practical analysis,literature review and comparative analysis are used to analyze the impact of the utilization of logistics resources on the efficiency of logistics industry in China as a whole and in the eastern,central and western regions of China from 2003 to 2016.The main contents and conclusions of this paper are as follows:(1)On the basis of summarizing the related research results at home and abroad,the paper defines the core concepts of logistics resources utilization ratio and logistics industry efficiency.Using the theory of "black continent","iceberg" of logistics and multiplication theory of logistics cost reduction,the paper analyzes the mechanism of logistics resource utilization affecting the efficiency of logistics industry.(2)On the basis of analyzing the present situation of logistics industry in China,the paper evaluates and compares the efficiency of logistics industry in China as a whole and in the east,middle and west regions by using data Envelopment Analysis(DEA)model.(3)This paper describes the current situation of logistics resources in China from five aspects:highway,railway,water transportation,aviation and pipeline.On the basis of this,the paper calculates and extracts the utilization ratio of logistics resources in China as a whole and in the eastern,central and western regions by means of the road and railway average method.(4)Taking the efficiency of logistics industry as the explained variable,the utilization rate of logistics resources the main explanatory variable,the regional economic strength,the concentration of logistics industry,the industrial structure and the degree of opening to the outside world the control variables,the Tobit model is established.This paper calculates and analyzes the effect of logistics resource utilization ratio on logistics industry's comprehensive efficiency,pure technical efficiency and scale efficiency by Stata12.0 software.(5)Finally,according to the above research results and analysis,from the whole country and the east,central and western regions of two levels,the paper further improves the utilization of logistics resources to improve the efficiency of logistics industry policy recommendations.The main conclusions of this paper are as follows:(1)The overall efficiency level of China's logistics industry is lower and the regional difference is obvious.China's logistics efficiency in the 14-year average of 0.856,there are obvious "East High West Low" characteristic.During the study period,the average efficiency of the logistics industry in the eastern region was 0.91,that of the central region was 0.67,and that of the western region was 0.60.(2)China's logistics resources utilization level in the east-west gap is obvious.The eastern region has the highest utilization of logistics resources(1538 tons/km),followed by the central region(342 tons/km),and finally the western region(212ton/kilometer).(3)The utilization of logistics resources in China has a significant positive impact on logistics industry efficiency.On the whole,the efficiency of logistics resource utilization will increase by 0.0934 units for each unit of the logistics industry,the pure technical efficiency of the logistics industry will increase by 0.0896 units,and the efficiency of the logistics industry will increase by 0.0321 units.From a regional point of view,the impact of the utilization of logistics resources on the overall efficiency of the logistics industry is the largest in the central region,followed by the eastern region,and the smallest in the western region.The innovations of this paper are:(1)From the perspective of research,there are few studies on the logistics resource utilization ratio affecting the logistics industry efficiency,but this paper regards the logistics resource utilization as the key factor to affect the overall efficiency of logistics industry.(2)In the empirical analysis,this paper uses DEA model to calculate the logistics industry efficiency of 31 provinces and municipalities in China during 2003-2016,and then selects highway and railway as the representative to calculate the utilization ratio of logistics resources in China.On this basis,the Tobit model is established to study the impact of logistics resource utilization on the efficiency of logistics industry,and the comparative analysis is made in the east,west and west regions,which is rare in the existing research. |
