Research On The Logistics Efficiency And Influence Factors Of Agricultural Products In The Western Region

Remarkable achievements of the agricultural development have been seen in the western region along with the rapid economic development of the whole nation.For the time being,the main problems of the agricultural development in the western region have been shifted from production to circulation due to the impact of the agricultural technology progress and the concept of "emphasizing production while overlooking circulation".As a key step of the whole circulation chain,the agricultural products logistic efficiency is essential for its efficient circulation.However,because of the underdeveloped economy and the logistics bottlenecks,the lower logistics efficiency has become a major obstacle to the efficiency of the western agricultural products' circulation.Recently,the state gradually attached importance to agricultural logistics,and promulgated a series of policy documents.Therefore,under the guidance of the practical problems and the national policies,it is significant to study the western agricultural products logistics.The paper analyses the current situation and problems in the whole nation and in the western region by relevant data based on the theory of agricultural products logistics,and studies the efficiency and its influencing factors by relevant model,then provides suggestion to promote the development of agricultural products logistics.Firstly,the paper identifies the problems of the western region's logistics by comparing the current situation of agricultural products logistics between the whole nation and the western region from the logistics agent,infrastructure,macro-environment and risk,input-output status based on the data and references of agricultural products logistics.Secondly,by SE-DEA and DEA-Malmquist index methods,the paper measures quantitatively the efficiency and its evolving trends of the agricultural products logistics in the whole nation and in the western region,both statically and dynamically.Results show that: The efficiency of the agricultural products logistics in the western region is lower and is decreased year by year,it is caused by the low technology and technical efficiency;the efficiency of the agricultural products logistics decreased successively from the east to the west,mainly due to the large gap in pure technical efficiency;the agricultural products logistics efficiency in most western provinces is increasing in scale returns,while the investment in transportation infrastructure is redundant largely.In addition,the paper studies the influence factors of the agricultural products' logistic efficiency by the Tobit model.Results show that: The specialization of the agricultural logistics,the economic development level and the transportation infrastructure play a role in promoting the logistics efficiency of the agricultural products in the western region.The hindrance influence of the industrial structure and the capital investment is larger.The information infrastructure and the agricultural products prices also act as a weak hindrance.The influence of labor quality and institutional factors on the agricultural products logistics efficiency is different between the whole nation and the western region.To sum up,the paper submits proposed solutions to the existing problems in view of perfection of the logistics agent,construction of the infrastructure,as well as supporting from the macro-environment.
