development of the economy and society,and various regions have also promulgated and formulated policies and measures to speed up the implementation of innovation-driven development.In particular,the 13 th Five-Year Plan proposed that Beijing,Tianjin and Hebei,The construction of Yangtze River Delta and Pearl River Delta urban agglomeration has become a world-class urban agglomeration.Whether the urban agglomeration can develop healthily or not is related to the transformation of its new and old kinetic energy from factor driven to innovation-driven,and related to the transformation of industrial structure.Therefore,the calculation and analysis of the innovation ability of the three urban agglomerations is of great practical significance to the implementation of innovation-driven development strategy and the construction of world-class urban agglomerations in China.This paper summarizes the theory of endogenous economic growth,the theory of new innovation economics,the theory of new economic geography,and the related literature.Then,the paper makes a comparative study on the innovation status and innovation ability of urban agglomeration.Then the spatial distribution and centralization of the three urban agglomerations are analyzed.Taking into account the effects of "effective markets" and "effective markets" on regional innovation capacity,the measurement equations of the innovation input effects of the three urban agglomerations have been established,The econometric equation of the innovation output effect of the three urban agglomeration and the mechanism equation of the innovation output effect of "the government" and the "efficient market",further from the innovation input effect of the three urban agglomerations,The innovative output effect,robustness and internal mechanism of the three urban agglomerations are analyzed and verified.The conclusion of the study is that the R&D intensity has a positive effect on the economic growth of the three urban agglomerations from the perspective of the comparative effects of the innovation input of the three urban agglomerations,Beijing-Tianjin-Hebei,The regression results of R&D investment intensity to regional economic growth in the Yangtze River Delta and the Pearl River Delta are 0.169 and 0.160 respectively at the significant level of 1%.The increase of innovation investment has the strongest effect on the economic growth of Beijing-Tianjin-Hebei urban agglomeration.(2)an analysis of the effects of innovation output of the three urbanagglomerations,In the effect of innovation output of Beijing-Tianjin-Hebei urban agglomeration and Yangtze River Delta urban agglomeration,R&D input intensity is negative to innovation output at the significant level of 1%.The quadratic coefficient of R&D investment intensity of Beijing-Tianjin-Hebei urban agglomeration is-0.017,and the coefficient of primary item is significant at the level of 1%.It can be concluded that there is an inverted "U" relationship between R&D intensity and R&D production and output;the Yangtze River Delta urban agglomeration also proves that there is an inverted "U" relationship between R&D intensity and R&D output,and the R&D input intensity of PRD urban agglomeration has a significant positive effect on innovation and output.At the significant level of 1%,it is 0.146,and the quadratic coefficients of both have not passed the test.It can be seen that in the Pearl River Delta urban agglomeration,the improvement of R&D intensity has obviously promoted the innovation output effect.Through financial support for scientific and technological research and development,the government has had an impact on regional innovation output,and the Beijing-Tianjin-Hebei urban agglomeration,Both the Yangtze River Delta urban agglomeration and the Pearl River Delta urban agglomeration have confirmed that the government's financial support for science and technology has an impact on the intensity of innovation and R&D through enterprises,especially in the Yangtze River Delta urban agglomeration.Government marketization does not have a direct impact on the innovative output of urban agglomerations.The effect of innovation output is also a positive promotion effect through enterprises increasing the intensity of innovation research and development.It can be seen that "government for good" and "efficient market" do not directly affect the innovation output of urban agglomeration.It is through the function of R&D intensity of enterprises to promote the innovation output of enterprises,and the Yangtze River Delta urban agglomeration is the most obvious and obvious.The innovation of this paper is to link the innovation efficiency with the spatial structure of urban agglomeration theoretically.It deepens the research framework of regional development and innovation performance,analyzes the innovation ability of the three urban agglomerations from the new perspective of "government for the sake of government" and "efficient market",and enriches the theoretical and empirical research contents of urban agglomeration innovation and development;From the practical point of view,the Party put forward the innovation drive as the national development strategy after 18,and the measurement of innovation ability in different regions is an important research topic.This paper analyzes the innovation ability of the three urban agglomerations on the basis of comparative analysis.Furthermore,the factors influencing the innovation ability of urban agglomeration are analyzed and verified in detail,which is of great practical significance to the implementation of innovation-driven development strategy and the construction of world-class
