Labor transfer is a long and complicated process.In the new era,the environment of rural labor transfer and employment is also developing well,and the transfer of employment continues to the east.In recent years,the Yunnan provincial government has increased the rural labor force transfer support,widened the employment channel,and encouraged the farmers to go out.However,due to historical and practical reasons,the quality of Yunnan rural labor is at the lower level.The goal of Yunnan province in 2020 will be driven by the non-agricultural employment of the agricultural population.In the face of increasingly heavy floating population for employment competition for jobs,Yunnan rural labor should raise their ability to gain a competitive advantage in the limited market demand.This paper analyzes the reasons for the obstruction of rural labor transfer in Yunnan province through two perspectives: transfer ability and market demand.The relative overburden of urban living costs,the lack of a well employment environment and inadequate social security,all have resistance to their transfer.And the transfer ability is the decisive factor that affects its transfer,if the ability is insufficient,even if the government provides favorable external conditions is also difficult to grasp.It is concluded that rural labor force quality and ability of Yunnan province is low.It has a gap with the market demand.In addition,the market capacity of Yunnan province is insufficient,and the ability to absorb rural labor force is limited.This article through to the influencing factors of rural labor transfer empirically that farmers average driven by the increasing length of education of its transfer function is bigger,from the side reflects the transfer of rural labor has greater influence on the ability of its transfer.In this paper,the time series model is used to predict the non-agricultural market demand of the labor force in Yunnan province in the next ten years,and the number of not transferred rural surplus labor force is predicted.It is concluded that there is a certain amount of space in the market demand of Yunnan province,but it is still insufficient for the low-skilled rural labor force,so there will bea large number of rural labor force in the first industry.Therefore,the policy revelation from the conclusion of the paper is that the government should formulate the labor protection policy of the province,strengthens the training of rural labor skills,and expands the channel of local transfer.In addition,the rural labor force itself should actively advance,improve themselves and enhance the competitive advantage.
