Policy housing finance refers to the housing financial activities carried out by policy based financial instruments on the basis of national credit and in accordance with government policy,by policy housing financial institutions,government entrusting commercial housing financial institutions or other institutions.Housing provident fund system as the main system of policy housing finance in China,compared to the economic housing and low rent housing,the amount of funds is larger and the coverage of the system is more extensive.But in the continuous development and progress of society,the housing provident fund system is facing new problems and challenges.In 1996,the Xinjiang Uygur Autonomous Region has carried out the housing provident fund system in accordance with the relevant policy provisions of the housing system reform of the state and autonomous region.After 20 years of development,fourteen regions(States and cities)in the District of Xinjiang have established the Committee of the housing provident fund management committee.As an important part of the southern Xinjiang,Akesu is selected as the research area of the policy financial operation.It is of great significance to study the operation and use of housing provident fund in the southern Xinjiang,with the housing provident fund business as an example.Meanwhile,the development of the housing provident fund system in Xinjiang is also of great significance..First,the definition of policy housing finance is explained,and the status of housing provident fund system in policy housing finance is clarified,and the development history of housing provident fund system is further introduced.Taking the housing accumulation fund of Akesu as an example,this paper makes an investigation and analysis of the policy oriented housing finance.First,it introduces the status of the management of housing provident fund in Akesu and the main business of housing provident fund(payment business,extraction business,loan business and capital storage).In the 2012-2016 years,the amount of capital and industry of the housing provident fund.The scale of business has been further expanded.The main business is to carry on the analysis of the index(deposit index,extraction index,precipitation index,loan index,value added income index).At the same time,using the method of questionnaire survey,the use of housing provident fund in Akesu area and the business handling situation are investigated,from the basic situation of the investigation to the elephant and the housing accumulation fund.The use of the situation,the housing provident fund policy understanding,the housing provident fund evaluation of the four aspects of the questionnaire survey,combined with the main business indicators analysis,found that the area housing provident fund in the management and use of the low utilization rate of management and use,business efficiency is not high,practitioners Problems such as lack of staff and so on.In view of the problems in the management and use of housing accumulation fund in Akesu,some suggestions are put forward,such as expanding the scope of the extraction,adjusting the loan policy reasonably,establishing a unified business platform,and strengthening the management of the employees.The investigation and analysis of this paper will promote the housing accumulation fund system in Akesu to better play the role of policy housing finance,to better meet the needs of local residents,and to enhance the housing consumption capacity of local residents.
