In the process of continuous economic development and increasing rate of urbanization,Chongqing,a city surrounded by huge rural,face a sharp contradiction between supply and demand of urban construction land.The annual quota of construction land use quantity can only meet one of three of requirement of the urban development,so the development of Chongqing was hindered.At the same time,as a large number of farmers go out to work through out the year,the rural construction land appears to be unused.Therefore,as the “urban and rural co-ordination city”,with its unique advantage of the policy,Chongqing introduced an unique system--“ land tickets system in Chongqing”,according to the idea of “urban-rural construction land complementary policy”.It is to say “ land tickets system of Chongqing” is a useful attempt of “urban-rural construction land complementary policy”,so the purpose of this paper is to provide reference for the future of the academic research and actual work in this kind of policy.This paper adopts the method of combining theory with practice.studying the theory of land property rights,the theory of land rent,the theory of land development rights and the theory of urban rural integration to master the basic theoretical logic of the “land tickets system in Chongqing”.With the aid of relevant literature and theories,know the latest research progress in this field.Then,this paper illustrates contents,process,nature and attribute of the system.Also this paper analysis the incentive and constraint in the process.In the empirical aspect,this paper selects Townships in Chongqing Xiushan County as examples of case study to find out the actual role of “land tickets system in Chongqing”in life and the obstacles encountered in the process.Finally,the relevant theories and local practical experience are summarized as a conclusion.The main conclusions of this paper are as follows:First,the development of urbanization and positive attitude of county government promote the development of “landtickets system in Chongqing”.The rate of urbanization and limit of quantity of construction land hinder the development of “land tickets system in Chongqing”.Second,the value of“land tickets” derive from three aspects:The one is the change of land location and nature,the two is the development of urbanization and non-agricultural industry,the three is existing way of land transfer.third,“land tickets system in Chongqing” is a kind expansion form of “urban-rural construction land complementary policy”,is the deformation and application of the land development right system in the West,is a market channel for farmers to withdraw from the homestead and other construction sites,is a cost policy tool for the government to increase urban construction land and to revitalize the stock of construction land and is the application of financial concepts and tools in the process of“urban-rural construction land complementary”.Fourth,“land tickets system in Chongqing”has great significance in some aspects,as Protecting cultivated land,Promoting the efficient use of construction land,Promoting farmers' production and living conditions,Promoting the concentrated living of farmers,Promoting the construction of the main functional areas and solving the financing difficulties in rural areas.Fifth,seeing the overall situation in Xiushan County,“land tickets system in Chongqing” accelerate resettling residents in poor areas and building new peasant village,and also promote farmers' production and living conditions.But the system makes different effects on agricultural production and increasing the long-term income of farmers in different area.In detail,it is positive correlation between the effects and local ratio of non-farm employment and situation of scale planting.
