Discussion On The Efficient Operation Mode Of Rural Collective Assets In Special Economic Zone

With the advancement of the urbanization process,the rural collective economy is also growing,but the "three capital" management mode in the rural collective economy of the special economic zones has not many lessons to learn from the theory and experience,and how to strengthen the rural collective economy has become the focus of attention.Therefore,under the new normal economy,taking Xiangzhou District of Zhuhai as an empirical study,it is of great practical significance to explore the model of efficient operation of village collective economic organizations.This paper mainly uses literature survey and empirical analysis method,and from the perspective of rural collective economic development and asset operation model,expounds several typical management ideas and ways of rural collective economic assets at home and abroad.Among them,foreign countries include the trans regional cooperative operation model with the United States as an example,the professional cooperative operation model in Europe,and the comprehensive cooperative operation model with Japan as an example.In China,the rural collective economic asset management mode in the Pearl River Delta region,Whampoa District,Baiyun District and Shenzhen Baoan District,Guangzhou is mainly analyzed.This paper makes an empirical investigation on Xiangzhou District,and uses the questionnaire to analyze the current situation and operation mode of rural collective economic assets management in Xiangzhou District,and compares with the operation of collective economic assets in Baoan District village of Shenzhen City,and draws on the experience of the Baoan model to discuss the management and transportation of the rural collective assets in the special economic zones of our country at the present stage.The advantages and disadvantages of the battalion.The result of the investigation shows that there are two main problems in the current village level collective economic assets management in Xiangzhou District,on the one hand,the internal management system and the equity problem.The management system of the company is not perfect,the internal personnel structure is not reasonable,the post setting is unscientific,the mode of equity allocation is solidified,the quality of the manager is not high,the efficiency of the asset disposal is low,the profit is used in the dividends of the shareholders,the retained earnings are few,and even the collective assets are sold;on the other hand,the external supervision is a problem.The market participation of the shareholders is not enough,the departments of the collective economic organizations have no compulsory disciplinary measures,lack of the linkage department,the government's support is not enough,the collective economic organizations also bear the funds and administrative expenses of the public welfare,and the community public functions have hit the collective economic organization management.Polarity.Therefore,with the guidance of the problem,it is proposed that the rural collective economic organization should be gradually transferred from the joint stock cooperative system to the Limited by Share Ltd by using scientific ideas,to improve the management mechanism,to strengthen the professional knowledge ability of the staff of the management team,to improve and consolidate the independent director system,to strengthen the function of the board of supervisors,and to strengthen the construction of the team.We should broaden the way of business channels,strengthen the work of Party building,apply the convenient transportation,adjacent to the geographical position of Hong Kong and Macao and rich marine resources,follow the policy,actively carry out the business transformation,the government supports the transformation of the collective assets,promote the urban renewal,and strengthen the investment in the construction of major projects.By studying and drawing on the rural collective assets management model of domestic and foreign science,combining with the guidance of the actual and policy of the rural areas in the special economic zones,a model suitable for the efficient operation of rural collective assets is discussed,the supervision and management of collective assets are strengthened,the supervision and management of collective assets are strengthened,and the economy is promoted.The rapid development of rural economy promotes the preservation and increment of village collective assets,guarantees the legitimate rights and interests of farmers,and promotes the happiness of farmers.
