agriculture is the foundation of the national economy,an important prerequisite for the existence and development of other sectors of the national economy,as well as the most basic material production department of human society.China is a large agricultural country,and how to properly solve the "three rural" problem has always been the primary task of the current rural work in China.In 2017,the central No.1 document was unquestionably concerned with the three rural issues,which was also the central No.1 document focusing on the farmers for 14 years.After years of unremitting efforts,the development of agriculture and rural areas of our country to a new level,the development of modern agriculture has made great achievements,but there are still some remote areas by agricultural production level is relatively backward,traffic is disadvantageous and the low education level of the farmers,the idea is not easy to change the influence of other factors,to a certain extent hinder the construction and development of China’s agriculture,rural areas and improve the living standards of farmers.Therefore,should adhere to the new concept of development,strengthen scientific and technological innovation to lead,coordinate and promote the modernization of agriculture,change the traditional agricultural input,low output and income of the farmers did not improve the situation,improve the overall efficiency and competitiveness of China’s agriculture,accelerate the pace of building a well-off society.Tobacco agriculture is an important part of China’s agricultural sector.It is of great significance for some areas to promote rural economic development,fiscal revenue generation and increase farmers’ income.Mianning county is located in the southwest of Sichuan Province,tobacco agriculture is an important pillar industry of Mianning County semi mountainous area,has been highly valued at all levels of provincial,city and county government.But Mianning county is also faced with the problem of how to transition from the traditional tobacco agriculture development model to the modern tobacco agriculture development model.Therefore,this paper selects Mianning County as the research sample,deep into the planting in Mianning county are the major towns of tobacco,to understand the status quo of Mianning County tobacco agricultural development through field research and interviews,and then look through the phenomenon of nature,to grasp the Mianning County in the existing problems in the development of modern tobacco agriculture,fully organize related literature accordingly suggestions are given in line with the development of modern tobacco agriculture in Mianning County local.The purpose is to promote the formation of modern tobacco agriculture based on the production of high quality tobacco in Mianning County,supported by large-scale production and complete infrastructure and competitiveness.In addition,the development of modern tobacco agriculture in Mianning county can be applied to other regions according to local conditions,with the demonstration effect driving the whole advancement and finally achieving the demonstration and driving effect.The content of this article is divided into six chapters,and the specific contents are as follows: the first chapter is the introduction.First,it introduces the research background of this paper.Secondly,it introduces the purpose and significance of the research,as well as the content of the research.Then,it describes the current situation at home and abroad,and finally puts forward the research methods that need to be applied in this paper.The second chapter is an overview of the related concepts and the theoretical basis.First,the related concepts of traditional agriculture,modern agriculture and modern tobacco agriculture are briefly introduced.Secondly,the theoretical basis of this article is introduced,such as scale economy theory,circular economy theory and other related theories,which will lay a theoretical foundation for the following research.The third chapter is the analysis of the present situation of the development of tobacco agriculture in Mianning county.It includes the history,scale,production level and economic benefits of Mianning County,so as to grasp the current situation of its production.The fourth chapter is the analysis of the existing problems of the development of modern tobacco agriculture in Mianning county.Many factors of developing modern tobacco agriculture in Mianning county are analyzed by the analytical formula of multi dimension.The fifth chapter puts forward the Countermeasures of the development of modern tobacco agriculture in Mianning county.In view of the problems existing in the township of Mianning County,I will make a field survey and propose some suggestions and methods for the existing problems.The sixth chapter is the conclusion and the prospect.This part is the conclusion of this paper and the inadequacies of the research process.
