China's state-owned investment and financing platform began to emer ge from the 80 s of last century.With the economic crisis in 2008 and the economic stimulus policies,infrastructure investment in the China set off a climax.As a result,the state-owned investment and financing platform has entered a period of rapid development.It played a vital role in promoting China's economic growth and improve the construction of infrastructure,acc elerate the process of city.At the beginning,the investment and financing p latform was established for financing for the investment and construction of infrastructure of governments.The investment projects are mostly governme nt directed projects and the degree of marketization of the company is not enoug h.Because of the low autonomy of investment decision,the importance of i nvestment management needs to be improved.Investment is one of the thre e most important factors of economic growth.The investment management becomes more important with the "new normal" of slow growth of China's economic.In recent years,in order to improve the efficiency of state-owned capital,enhance the vitality of state-owned enterprises and prevent the loss of state-owned assets,a series of rules and regulations have been issued fo r standardizing the investment process,guarding against investment risks and investigating investment responsibilities,which has put forward new require ments for every state-owned investment and financing platform companies.While ensuring the political function,taking precautions against investment r isks and increasing investment benefits should be a higher level goal of inv estment management.The main significance and purpose of this paper is to create a practical investment management system by studying the decision-making process,m anagement methods and analyzing the existing problems of SRIG.This paper first explains the background,purpose and significance on the selection of the topic,then analyzes the history,main mode,development status and necessity of the investment and financing platform from a macr o perspective and elaborates the related research.Secondly,taking the provi ncial level company-Sichuan railway investment group(SRIG)as an examp le,then analyze the background,current situation and main problems.RIG has made remarkable achievements since its establishment in 2009,but main ly rely on high debt,high leverage,high investment and low labor cost,but the risk and problems continue to accumulate.At the same time,there are many problems in investment management,such as lack of comprehensive and complete investment management system,investment decisions relying o n subjective judgments,lack of investment risk control measures,and imbal ance of investment structure.On the basis of the analyzing,a set of whole process investment management system for SRIG is established and the inve stment activities will be managed from all aspects.Most of the existing researches on investment management of state-own ed investment and financing platform are from theoretical level or only a su bdivision step in the whole process of investment.The innovation of this pa per is taking SRIG as an example,through the analysis of the present situat ion of investment management,then establish a investment management syst em with practical significance.This system have reference values for other si milar state-owned investment and financing platform.Because of the limit of my ability,the research depth of the paper is not enough and lack of theoretical research.The improvement measures and suggestions involved in the article are also difficult to be implemented.Su ggestions are mostly welcomed from experts and teachers.
