Research On The FDI's Technological Spillover Effects Of China's New Generation Of Information Technology Industry

A serious financial crisis burst out in 2008.After the crisis,many countries considered strategic emerging industries as an important driving force for the future economic growth of the countries.China also identified China's strategic emerging industries in 2010,which include New Generation of ITindustry and other six industries.China's economic structural transformation is strongly affected by the development of strategic emerging industries.Technological innovation is the key factor to the development of those industries.However,at the current stage,the industries are facing of many problems in the development process,such as the low innovation efficiency and the poor mechanism of transformation of scientific and technological achievements.The internationalization of industry is an important way to promote industrial development.FDI and transnational operation are often accompanied by technological transfer and diffusion,which can improve the host country's technical competence.The new generation of IT industry is one of the industry which plays leading roles in China's strategic emerging industries,and it has absorbed a large scale of international direct investment.Recently,China is still encouraging foreign capital to enter the industry,so it is of important practical significances to research on the FDI's technological spillover effect of China's new generation of IT industry.This thesis is consisted of 6 chapters.In chapter1 and chapter2,it reviews related literatures and states related theories.In chapter3,the work can be divided into 2 parts.At the first,it analyzes the current situation of China's new generation of IT industry,finds that the industrial development is in good condition and foreign enterprises have contributed greatly to the development of industry.Then it estimates the totalfactorproductivity of the industry and measures the technological gap by using data envelopment analysis method.The final results show that technological progress is the main force to promote industry's development,and there exists technological gap between domestic funded enterprises and foreign enterprises.In chapter4,it analyzes and estimates FDI's technology spillover effects of China's new generation of information technology industry from two channels: competitive demonstration effect and employee flow effect.The result shows that FDI has a negative effect on the rate of total factor productivity of domestic enterprises from the channel of competitive demonstration effect,but FDI has positive effect on the technological innovation capability both from the channel of employee flow effect and the effect from the channel of competitive demonstration effect.In chapter5,it analyzes the impacts of technological gap and technology absorptive capacity of domestic enterprises on industrial FDI technology spillover,and the impact of FDI technology spillover on R&D input of domestic enterprises.In chapter6,it summaries the full thesis and put forward suggestions to government and enterprises to improve the FDI technology spillover and domestic enterprises' innovation capability.The main innovative points of this research are as follows: firstly,it analyzes the FDI technology spillover effect of the new generation of IT industry.Then,it measures the technological gap between domestic funded enterprises and foreign enterprises to make sure that if the spillover is possible.Thirdly,the technology spillover effects of FDI are measured by the two indicators of the total factor productivity and technological innovation capability of domestic enterprises.
