The construction of modern agriculture can not be separated from the popularization and application of agricultural technologies.As gathering places of scientific and technological resources,universitiesweregiven the important missionsforspreading the advanced science and technology,realizing the effective allocation of science and technology resources,and promoting the progress of social science and technology.However,because the researchs of agro-technical extension in C hinawerestarted late,and the domestic researchsfor agro-technicalextension personnelof the universities in Chinawere insufficient.What's more,C hinese universitieswere lack of perfect performance evaluation systems and incentive mechanisms of agro-technical extension personnel.Therefore,agro-technical extension personnel of the universitieshad low enthusiasm,influencing the transformation of agricultural science and technology achievements and restricting the development of agricultural science and technology in C hina.Through expert interviews,referingto the literatures at home and abroad,aperformance evaluation system of agro-technical extension personnel at universities was preliminary establishment.Delphi method was used to carry out three rounds of expert consultation,and the indexes were selected and perfectedwith the methods of quantitativeandqualitative analysis.The AHP method was used to calculate the weights of evaluation indexes,anda performance evaluation model of agro-technical extension personnel at universities was structured.Agro-technical extension personnel of South C hina Agricultural University were took as the objects toconduct empirical research.The results of empirical study were consistent with the current situation of agro-technical extension atuniversities,which showed that the performance evaluation model had certain validity and credibility.Referring to the relatively mature scale nowadaysand combining with the actual situation of agro-technical extension personnelat universities,the organizational support scale,work involvement scale and job satisfaction scale were designed.In the investigation of agro-technical extension,the investigations of organizational support,job involvement and job satisfaction were conducted simultaneously.Reliability analysis and validity analysis were used to validate the organizational support scale,job involvement scale and job satisfaction scale.Regression analysis was used to explore the factors affecting the performances of agro-technical extension personnel.The results show that working life,dedication and vitality of job involvement,and internal satisfaction of job satisfaction had significant influence on the performance scores.According to the analysis results and combining with present situation of agro-technical extension at universities,the suggestions of incentive policy were put forward from different angles:(1)Defining the working position of agro-technical extension at universities;(2)Establishing a flexible working system of agro-technical extension at universities;(3)Formulating reward mechanism of performance about agro-technical extension at universities;(4)Promoting the reform of professional title at universities;(5)Establishing the special fund of agro-technical extension at universities;(6)Building service platforms of agro-technical extension at universities.The innovations of this paper were that taking agro-technical extensionpersonnel at universitiesas the objects of study,buliding the model of performance evaluation for agro-technical extensionpersonnel at universities,conducting empirical research and analysisingthe factors affecting the per formance,and puting forward the suggestions of incentive policy about agro-technical extension personnel at universities.
