| It’s very difficult that the employers and the third party logistics providers(3PL) to maintain long-term and close cooperation relationship. Experts did the statistics study of the failure rate between third party logistics company and the employers enterprise’s failure rate is very close to the rate of marriage failure. Therefore in recent years, there are more and more cases that enterprise changes their third party logistics providers. Change 3PL, the employers enterprise could lead to lower cost, improve the service quality of positive effect, but also brings more risk to the enterprise. Through the study of this article, for the semiconductor industry in the third party logistics provider change projects put forward more reasonable comprehensive risk identification, assessment, analysis and control system.Based on the related theory of literature research, combining the experience of the project that A semiconductor company change the third-party logistics supplier, analyzes the characteristics of the semiconductor industry demand for 3PL logistics supplier change, this paper expounds the current risks in the process of change the third party logistics supplier, through the responsibility assignment matrix, the work breakdown structure analysis, combined with the project risk management system model, build A semiconductor industry of third party logistics outsourcing business change risk assessment and control system, and studied the application of the system in A company, determine the priority and importance of each risk index for scientific, accurate and comprehensive response to the risk theory and decision support in the process of change 3PL provides.In this paper, the research results indicate that, the semiconductor industry in the change of 3PL outsourcers, according to the risk assessment index of the priority sorting, successively as follows: the information system risk, supplier management risk, project managers, other unknown risk, security risk, customer risk, customs and legal risk, financial risk, quality risk and risk of the contract. The focus of this article is through reasonable avoidance measures to avoid, reduce, transfer and control the risks, and through the CSI(key performance indicators KPI) to summary the measurement matrix of how to evaluate the risk control results, to ensure that all the corresponding risk control can prevent predictably, reducing the loss of enterprise. |
