Research On The Policy Evolution Of Chinese Farmers' Professional Cooperatives Based On Text Mining

Since the reform and opening up,the development of farmers' professional cooperatives has been highly valued by the government.It has been promoted as an important means to develop the rural economy and increase farmers' income,and a large number of supporting policies have been introduced.Studying the evolution and characteristics of the policies of China's farmers' professional cooperatives can provide effective reference for strengthening the standardization of cooperatives,increasing the development capacity and level of cooperatives,and promoting the healthy development of farmers' professional cooperatives in China.In the quantitative analysis section,this article uses quantitative analysis methods,take 272 national farmer professional cooperative policies collected between 1982 and2016 as the research object.On the basis of encoding and classifying the three dimensions of policy texts: policy totals,policy strengths,and policy tools,a quantitative study of the policy texts of China's farmers' professional cooperatives was conducted in order to excavate the contextual data supporting the policy evolution of China's farmers' professional cooperatives policy.Comprehensive the farmers' professional cooperative policy quantitative analysis results.The evolution of the policy of China's farmers' professional cooperatives is divided into the initial stage(1982-1992),the growth stage(1993-1999),the deepening and acceleration stage(2000-2007),the development transformation stage(2008-2012)and the upgrade and improve stage(2013-2016),Cluster analysis method and term frequency statistics method are used to extract the focal points of policy themes in each stage and combine the policies contained in each phase to summarize the policy theme of each phase,complete the study of policy topic dimensions.In the theoretical analysis section,based on the quantitative statistical analysis of the policies of the farmers' professional cooperatives in our country as the data base,combining the historical background and real case behind the text,examine the practical benefits of policy evolution in the five phases from the actual point of view.On this basis,the theory of gradualism-multiple streams is introduced to analyze the emergence and convergence of farmers' professional cooperatives in five stages of gradual-problem stream,gradual-policy stream,gradual-political stream.And analyze the mechanism of the evolution of China's farmers' professional cooperatives policy.The inner motivation and operating law of the evolution of the policy of the farmers' professional cooperatives in our country are discussed.Try to construct a new analytical framework to understand the evolution of the policy of China's farmers' professional cooperatives.Finally,it reviews the contents and theoretical discussions of the five phases of the evolution of the farmers' professional cooperatives in China and combined analysis of China's farmers' professional cooperatives' overall policy situation and the results of the four dimensions of total policy,policy strength,policy tools,and policy themes,reveal the four characteristics of the evolution of China's peasant professional cooperatives policy: 1.From the macroscopical guiding policy to the microscopically targeted policy;2.The evolution from a single,fragmented policy to a pluralistic,collaborative policy;3.From the "blood transfusion" type of extensionpolicy to the "hematopoietic" type of connotative policy evolution;4.The evolution of internal normative management policies towards external risk prevention policies;5.From redistributive policies to developmental policies.
