The Theme Evolution Of National Entrepreneurship Policy Based On Text Mining Analysis And Coordination Analysis

In 2007,the Seventeenth Congress of the Communist Party of China,for the first time,explicitly proposed the task of "starting a business to drive employment",and established "employment" as an important task for national development.The national innovation driven strategy also clearly pointed out the way to start a business,the important source of the structure adjustment,the mass innovation,and the more entrepreneurs.Infiltrate the business into various fields.Entrepreneurship has gained wide attention from the whole society.Influenced by the institutional mechanism and the demand for differentiation in the entrepreneurial process,the source and policy contents of the national entrepreneurship policy have shown great changes.Through the combing of the existing literature,it is not difficult to find that the current research is not only lack of the overall review and cognition of the Chinese Entrepreneurship Policy for the past 10 years,but also not thorough in the exploration of the theme of the entrepreneurship policy and the relationship between the stages of the stage,and the effective formulation of the policy needs to be combed in combination with the existing policies and then to improve the government.The legitimacy and effectiveness of the policy.In recent years,the development of text mining tools has brought an opportunity to grasp the issue of entrepreneurship policy because of the subjective analysis of the policy text.Based on this,this paper carries out an empirical analysis on the 40 policy texts issued by State Council,the Ministry of science and technology,the Ministry of Commerce,the Ministry of Commerce and the Ministry of agriculture and the Ministry of agriculture for the last 10 years.The main work is as follows:1.the analysis of the Theme Evolution of national entrepreneurship policy based on the LDA model.1.the evolution of the theme of national entrepreneurship policy based on LDA model.In the last 10 years,the State Council,the Ministry of science and technology,the Ministry of Commerce,the Ministry of Commerce,the Ministry of agriculture,the Ministry of agriculture,the Ministry of agriculture,the legal information network of Peking University and the national legal library are the text corpus.On the basis of the Rstudio participle,the LDA theme model is introduced into the policy text analysis to excavate the collected policy text data.Further analyze the theme of mining,and graspand discuss the development and evolution of entrepreneurship policy as a whole.The research finds that the key words of China's entrepreneurship policy involve 19 key words,and the evolution and development of the policy texts have undergone 2 stages of incubation period and initial stage,and different stages have different policy centers.This article makes a detailed description of this.2.the coordination of entrepreneurial policy based on policy tools.In this paper,the content analysis method is used to make an in-depth analysis of the entrepreneurship policy.The text is selected as the analysis sample for 2006-2017 years and 40 business policy texts,and the sample is coded according to the code number sequence number.And statistical analysis results,and analyze the coordination of sample policies.The research finds that the objectives and tools of the national entrepreneurship policy have gone through constant innovation and innovation,but there are some lack of policy,redundancy,contradiction and dislocation in the policy of national entrepreneurship.Accordingly,the corresponding countermeasures and suggestions are put forward in this paper.This study systematically describes and describes the evolution of entrepreneurship policy in China,and presents the evolution process of entrepreneurial policy.This paper analyzes the connection problem of entrepreneurship policy,and studies the coordination status of entrepreneurship policy from four dimensions of policy redundancy,policy lack,policy ambivalence and policy dislocation,and provides a solution to the perfection of the policy,which provides a basis for the exploration of the coordination mechanism of future industry policy.
