It's inevitable to expropriate agricultural land during the process of urbanization and industrialization.Under the condition of limited urban land surplus,land expropriation is the main body of land expropriation.Agricultural land,especially the suburban agricultural land,has played a basic role in the development of cities and industrialization.Without the continuous supply of suburban agricultural land,there is no place for urbanization and industrialization.In the process of land expropriation,there is a problem of effective docking between policy implementation and farmers' willingness,and how to narrow the gap between the two sides.The balance between the loss of land and the benefit compensation is not only the importance of land to them,but also the wisdom of government departments.In the continuous practice and exploration,various land expropriation patterns have appeared all over the country.The model of Tianjin Hua Ming,Kunshan model,Jiaxing mode,Chongqing land ticket model,small property right mode and South China Sea model are constantly emerging,which embodies the inherent political,regional,economic and diversity of the land collection.Because the compensation and resettlement of various modes are different,the interests of farmers in different aspects of social security,public education and employment training have been promoted,but there is still a lack of compensation for the initial capital investment of farmers.Since the 18 th national congress of CPC,the reform of land expropriation system has been deepened.The major reports of the 19 th national congress of CPC put forward the strategy of rural revitalization,which put forward new requirements for village transformation,rural planning and rural infrastructure construction,and the reform of land expropriation system will certainly become an important work to promote the strategy of Rural Revitalization.The reform of rural land system has reached a critical stage.No matter the needs of urban development or the needs of Rural Revitalization and development,it is inseparable from the reform of land use system.Studying the factors that influence farmers' capital investment on land acquisition will play an important role in improving land expropriation compensation policy.Therefore,according to the field survey data from many villages in Jiangsu,Zhejiang and Shanghai,this paper based on the inquiry to farmers who still have land makes an empirical analysis on the relationship between farmers' capital input and farmers' willingness to expropriate land.The article consists of five parts:The first part is the introduction,which mainly includes the background,objectives,significance,content,research trends at home and abroad,research methods and technical routes,and points out the innovation and shortcomings of this study.The second part is the related concept and theoretical basis.This paper introduces the basic connotation of land expropriation and the theory of asset specificity.The third part is the existing mode of expropriate land and its comparison.The advantages and disadvantages of the national land expropriation model are summarized,and on the basis of the comparison of other land expropriation modes,we should deeply understand the situation and existing problems of different land expropriation modes in China,especially the different measures of compensation and resettlement.The fourth part is the empirical analysis of the impact of farmers' capital investment on land expropriation.First of all,the detailed descriptive analysis is made from the personal characteristics,family characteristics,land characteristics,economic characteristics and agricultural capital input characteristics,and then the Logistic model is constructed to carry out regression analysis.The results show that farmers' fixed capital input has a negative impact on their willingness of land expropriation significantly.The more the farmers input before expropriation,the more farmers are reluctant to give up their land.Therefore,it is necessary to carefully consider farmers' pre-capital Input and make appropriate compensation in the process of land acquisition.This study also found that factors,such as the age,the non-farm population ratio,the proportion of no-food crops,the subsidies and the distance to metropolitan all have a significant impact on the intention to expropriate.The fifth chapter is the research conclusion and the suggestion.First,it summarizes the research results of this paper,and then puts forward relevant suggestions: First,the relevant land expropriation compensation policy needs to consider the compensation of fixed capital investment of farmers;Second,combining the local actual situation,making and providing diversified compensation schemes,allowing farmers to choose more suitable compensation schemes from several schemes;third,Three,the policy of land expropriation compensation should be introduced to encourage farmers to start a business,and to set up a employment information platform for the landless farmers,so that farmers can obtain employment information and opportunities in time to reduce the opportunity cost of land loss.
