The Research About The Problem In The Performance Of Fiscal Expenditure For Science And Technology In The Nine Cities Of Fujian Province

Techological innovation is the key for a country or a region to ensure sound and rapid growth of the economy and upgrade the industrial structure.Fujian province is located in the southeast coastal areas of China,connecting Yangtze River Delta and Pearl River Delta,bordering on taiwan island,its development of economy and technology has an important implication for completing the regional strategy deployment of our country and promoting cross-strait exchanges and cooperation.Enhancing the capacities for independent innovation and building an innovative province is an important way for Fujian province to transform the way of econocmic development from factor-driving to innovation-driven and enhance the competitiveness of the regional.As an improtant constituent part of society's expenditure for science and techology,the fiscal expenditure for science and technology has a very vital significance to lead the social activity of science and techology and enhance the lecel of the development of science and techology.And the performance evaluation is an important means to assure the high-efficiency operation of fiscal expenditure for science and technology.On the basis of making reference to the correlation studies of other scholar,this article in terms of economy,efficiency and effectiveness to evaluate the performance of the fiscal expenditure for science and techology of the nine cities in Fujian province.Based on the analysis of the correlation theory about the performance evaluation of fiscal expenditure for science and technology,and the current situation of the nine cities in Fujian provice's fiscal expenditure for science and technology,this article uses the method of Analytic Hierarchy Process(AHP)to make the system of performance evaluation.By means of comparing and analysing the level of the fiscal expenditure for science and technology of the nine cities in Fujian provice,finding the problem of performance,analysing the factor,and proposing the corresponding suggestion.From the consequence of the performance evaluation,there are two problems in the performance of the fiscal expenditure of the nine cities in Fujian province which are the performance level of region-county gap is relatively obvious and the level of performance evaluation isn't very high.The reasons are the differences in the level of community economy,the distribution of the resource of science and technology,the condition of sociaty and history and the condition of natural and geographic among the nine cities and the scale of the fiscal expenditure for science and technology of the nine cities in Fujian province is comparatively limited;The foundation of scientific research is comparatively weak;The lack of social participation.Aiming at the problems of the performance and the analysis of factors above,this article proposes the solution from the view of enhancing and optimizing the performance of the fiscal expenditure for science and technology in the nine cities in Fujian province.In the aspect of enhancing the performance:firstly,to enhance the economy of the fiscal expenditure of the nine cities.Increasing the dynamics of fiscal expenditure,expansing the channel of input in science and technology completing the composition of fiscal expenditure;Secondly,to enhance the efficiency and effectiveness of the fiscal expenditure of the nine cities.Establishing and perfecting the system of performance evaluation,optimizing the condition of scientific research and innovation,building the terrace of scientific research and innovation,fostering the talents of scientific research and innovation,enhancing the scientific and cultural quality of the public.In the aspect of optimizing the performance:firstly,to increase the potency dimension of transfer payment to the unenlightened cities;Secondly,to strengthen the exchanges and cooperation of science and technology.
