With the continuous deepening of the new round of medical and health system reform,pharmaceutical production enterprises have a good development opportunity.At the same time,blood products,vaccines and other cold medicines will be widely used,the scale of cold chain in China will be further expanded,which also put forward higher requirements for the pharmaceutical cold chain logistics.Different with general cargo,the temperature and operation time of the cold medicines must always be control within the prescribed scope,Storage and transportation facilities instrument must meet the requirements of refrigerated drugs to temperature in the process of production and circulation.If the node or line of pharmaceutical cold-chain logistics network is not stable enough to satisfy the above requirements and they can't complete the prescribed logistics service in the prescribed time and condition which we called systems is not reliable,it may lead to customers for logistics services are not satisfied,cause huge economic losses.Therefore,in the pharmaceutical cold chain logistics network planning and design process,it is important to consider the logistics nodes,lines and network system reliability.To this end,this paper introduces the system reliability theory,selects logistics time reliability to evaluate and optimize the pharmaceutical cold chain logistics network.In view of the four level pharmaceutical cold chain logistics network,this paper studies the location and distribution of logistics network nodes under the constraint of a certain logistics time reliability.Firstly,combined with the pharmaceutical cold-chain logistics network function and system reliability definition,this paper presents the definition of pharmaceutical cold chain logistics network reliability,studies the pharmaceutical cold chain logistics network failure modes and its influencing factors.Secondly,this paper proposes to refrigerated drugs delivery timeliness as pharmaceutical cold chain logistics network reliability evaluation,gives the concept and quantitative calculation model of logistics time reliability of logistics network system and logistics unit,and uses minimum paths to calculate the time reliability of pharmaceutical cold chain logistics network.Thirdly,this paper takes the time reliability of logistics as one of the constraint conditions,establishes a cold chain logistics network optimization model,constructs a objective function of minimum total operation cost of the pharmaceutical cold chain logistics network.At last,according to the characteristics of the model,a genetic algorithm based on stochastic simulation is used to solve it,the general steps and solving process of the algorithm are given,and the validity of the model and algorithm is verified by numerical simulation.
