Research On Evaluation For Development Potentiality Of The Hi-tech SMEs In Hubei Province

During the 13 th Five-Year Plan,there is enormous downward economic pressure in our country.The transformation and updating of the industrial structure has become the inevitable way for the sustainable development of national economy.The Hi-tech SMEs is the core force of the development of high-tech industries.Tianjin,Shanghai and other regions take the key factors that is influencing the development of the regional Hi-tech SMEs into consideration and fully tap the development potential of its.These regions have established the cultivation project of "small giant of science and technology" and have finally achieved the success of industrial restructuring,becoming a advanced demonstration of the transformation of industry.However,the key factors influencing the development potential of the regional Hi-tech SMEs is different from region and industry.It is not workable to simply copy the policy of Tianjin and Shanghai for other regions.So building a scientific evaluation system to evaluate the development potential of the Hi-tech SMEs,clarifying the strength and weakness of its and putting forward corresponding improvement policies is particularly important.This article studies the development potential of the Hi-tech SMEs in three levels.Firstly,this paper compares the concept of the Hi-tech SMEs with the concept of development potential of enterprise horizontally.And then,compares it with the concept of the growth and competitiveness of the Hi-tech SMEs longitudinally.It reveals the essence of the development potential of Hi-tech SMEs on value chain dimension,core competence dimension and sustainable development dimension.Secondly,this paper analyses the connotation,characteristics and development situation of the Hi-tech SMEs.Regarding the related research the domestic and foreign scholars have done on Influencing factors of the development potential of Hi-tech SMEs,this paper builds a four-dimensional evaluation system to evaluate the development potential of the Hi-tech SMEs from the perspective of ontology theory and epistemology.Finally,taking Hubei Province as an example,this paper selects239 new three board Hi-tech SMEs for further empirical study.This paper analyses the characteristics of regional distribution and industrial distribution of the Hi-techSMEs,and puts forward the countermeasures and suggestions for the promotion of the development potential of the regional Hi-tech SMEs.There are two innovation points in this paper: firstly,the theoretical field has done little researches on the development potential of the Hi-tech SMEs.This paper attempts to define the concept of the development potential of the Hi-tech SMEs.Secondly,we can't find a unified statistical caliber of the Hi-tech SMEs in existing research results.In this paper,the High-tech SME is defined,and a sample of Hi-tech SMEs is screened out from the new three board listed companies,which help this research finds its entry point.
