Shiyan Agricultural Structure Adjustment Policy Research

In the new era,the progress of science and technology and the transformation of consumer demand have brought new opportunities and challenges for the adjustment of agricultural structure.In order to further promote the realization of agricultural modernization,the state has issued a series of policies to guide the optimization and upgrading of agricultural structure from different aspects.The agricultural structure of Shiyan city is unique in Hubei province.Subject to the conditions of natural and social conditions,the agricultural structure optimization and upgrading of shiyan faces the prominent contradiction between human and land,effective labor shortages,backward agricultural production and operation mode,and the difficulty of farmer production enthusiasm is not high.In recent years,the bottleneck restricting the agricultural modernization of shiyan city has not been broken.Under the background of agricultural supply-side reform,the change of policy environment has put forward new requirements for agricultural structural adjustment of shiyan city.This paper starts from the theories of agricultural structural adjustment and public policy.Subdividing the concept of the agricultural structure,and analyzes the policy factors associated with agricultural economic structure and its influence on the agricultural structure,combing the public policy process and the related theory of agricultural policies.On this basis,taking the agricultural structure of shiyan city as an example,Classified and sorted out the challenges of agricultural structural adjustment in shiyan city and the relevant policies of agricultural structural adjustment that the government has adopted.The effects of agricultural structural adjustment policies are analyzed by collecting various kinds of data.It is found that there are some problems in the process of agricultural structural adjustment,such as low overall coordination of policy design,weak guiding of policy implementation and imperfect supporting guarantee system.These problems is due to the policy of the lack of effective communication between departments,policy content itself is lack of scientific and reasonable evaluation of argument,and policy relevant feedback and optimization mechanism is not sound,As a result,agricultural structural adjustment policies are difficult to achieve the set policy goals.This paper analysis the reason,from policy makers as a whole as a whole,the main body participation in the policy process and improve the feedback and optimization of policy issues and put forward countermeasures for optimization of agricultural structure adjustment policy.This paper is oriented by the problems existing in the agricultural structure of shiyan city.The internal and external adjustment of the policy system is carried out to optimize the policy contents and methods.In this way,the policy can better play the function of coordinating,guiding and guaranteeing the agricultural structural adjustment.This model,which combines the policy process with the target elements,has certain reference significance for solving other types of policy problems.
