At present,China is in a period of structural transformation,the economic structure is uncoordinated and the industrial structure is unreasonably,which has become an important factor restricting the economic development of all provinces,municipalities and autonomous regions.Fiscal policy is an important means for the state to carry out macroeconomic regulation and control.Relevant government departments should actively and effectively use fiscal policies when making industrial restructuring.Shanghai is China's economic center.The adjustment of industrial structure in the region is an important part of the adjustment of the country's industrial structure.It is also an important part of China's strategy of opening up to the outside world.Under the new normal of China's economy,Shanghai's modern service industry and emerging industries have developed rapidly,and the “four new” economy has become a new bright spot in Shanghai's economic development.The industrial structure based on the service economy was initially formed,and the layout of the three major industries was gradually optimized.The Shanghai Municipal Government has explored appropriate fiscal policies based on the status quo of industrial structure development in the region,guided the adjustment of industrial structure,and realized the transformation of economic growth mode and the sustainable growth of regional economy.This paper combines quantitative analysis with qualitative analysis,standard analysis and empirical analysis,and studies the industrial structure of fiscal policy optimization.First of all,based on the basic theory of fiscal policy,this paper analyzes the changes of three industries since Shanghai from 1978 to 2016 and the current industrial structure layout,and explores the role of fiscal policy in the process of industrial restructuring.Then,this paper uses the Shanghai government's expenditure data,tax data and output data of three industries over the years to establish a VAR model,and analyzes the actual effect of Shanghai's fiscal policy optimization industrial structure from two aspects of government expenditure and taxation.The empirical results show that government expenditure is conducive to reducing the proportion of primary industry output value to GDP,and increasing the proportion of secondary industry and tertiary industry output value to GDP;government taxation has a greater impact on the tertiary industry and industrial structure in a short period of time.Among them,the primary industry has the greatest impact.After experiencing short-term fluctuations,the impact of taxation on the optimization and adjustment of the three industries and industrial structure has become more and more stable over time.Finally,the article summarizes the experience of Shanghai's fiscal policy to optimize industrial restructuring,and proposes three policy recommendations for the development of other provinces and cities in China in terms of how to improve the quality of the threeindustries,optimize the direction of industrial restructuring,and specific optimization measures for the three industries.First,give full play to the fiscal function and focus on improving the quality of the industry;second,pay attention to grasping the correct direction of industrial structure optimization,and make the industrial structure adjustment from investment-driven to innovation-driven;third,encourage all provinces and cities to adhere to the development of agriculture,and actively and effectively guide the industry.Concentrate resources to develop the service industry.
