With the deepening and rapid development of economic globalization,collaborative innovation has become a hot topic in the era of knowledge economy.In addition,the correlation and tightness of the world economy are becoming stronger and stronger,and the development of the world is becoming more and more regional.The cooperation innovation ability of the country or region has become the key to the economic competitive strength of the country and the region.Our country proposes to implement the strategy of innovation driven development,and we must stick to the path of independent innovation with Chinese characteristics,plan and promote innovation in a global perspective,improve original innovation,integrate innovation and introduce assimilation and absorption and re-innovation capabilities,and pay more attention to collaborative innovation.In this context,the evaluation of regional cooperative innovation ability is becoming the focus of attention and research in China and international academic circles.In the new period,our country from the point of view of the new situation of regional development,puts forward to implement the strategy of coordinated regional development,eases Beijing non-capital function "method" to promote the coordinated development of Beijing-Tianjin-Hebei,so as to establish a more effective regional coordination development mechanism.In this context,this paper is plan to regard the Beijing-Tianjin-Hebei regional collaborative innovation ability as the research object,regional collaborative innovation ability are analyzed and studied on the basis of the self-organization theory.First,according to the selection principle of index system,based on the analysis of the influencing factors of regional collaborative innovation capability,we set up an evaluation index system of regional collaborative innovation capability.Then based on the self-organization theory,the applicability of particle swarm optimization(PSO)is analyzed.By elaborating the self-organization characteristics and evolution mechanism of the regional innovation system,the applicability of the regional innovation system evolution mechanism and particle swarm optimization algorithm isanalyzed,so as to lay the theoretical feasibility of the research.Finally,we build a regional collaborative innovation capability evaluation model based on particle swarm optimization algorithm.Based on the index system and evaluation model,this paper evaluates and analyzes the regional collaborative innovation capability of Beijing-Tianjin-Hebei,and puts forward some countermeasures and suggestions for the coordinated development of Beijing-Tianjin-Hebei in the future.
