Research On Predicament And Countermeasure Of Precise Identification In Accurate Poverty Alleviation

Precision identification is the premise of accurate poverty alleviation,we must recognize poverty first to do poverty alleviation,accurate understanding of poverty can help alleviate poverty,in order to prevent the late poverty alleviation resources to divert the leakage,to fight against poverty,and to achieve the goal of building a well-off society in an all-round way by 2020.Since General Secretary Xi Jinping putting forward the strategy of precision poverty alleviation in 2013,although various localities have begun to build grade cards one after another,they still have not solved the problem of "who to support" and precision identification still faces many difficulties.Through investigation,the author thinks that there are problems including the emergence of the phenomenon of household merging,the precision recognition's becoming the problems of precision filling,the low efficiency of big data platform and the high cost of precision recognition,and if these problems can not be faced and dealt with correctly,precision poverty alleviation will be alienated into "raising lazy people." if things go on like this,social injustice such as " should helping but didn't helping." and "helping the rich and not helping the poor" will become factors that affect social stability and then weaken the credibility of the government because of the waste of social resources caused by the failure of the accurate identification link.Research found that the national poverty alleviation standards are too low and the singularity of identification standards cause the poverty scale is high,and according to the incidence of poverty around the scale decomposition of the poor population is the main cause of inaccurate identification.Precision poverty alleviation is a new thing,the lack of experience in the implementation of the process of guidance,resulting in lagging policies and lack of oversight accountability mechanism,but also an important factor affecting precision identification.The limitation of grass-roots staff capacity and staffing,the lack of responsibilities of the village team and the lack of cooperation channels between departments are the reasons for accurate identification of the misalignment of grass-roots government executive level.The complexity and fuzziness of rural work will also lead to the difficulty of "accurate identification" in rural areas.The weakening of villagers' autonomous organizations,the lack of village cadres' ability and the lack of farmers' effective participation also affect the accuracy of accurate identification.Based on this,we must establish a multi-dimensional poverty identification system,combine the "top-down" scale decomposition model with the "bottom-up" mass participation model,and make full use of the census database.At the same time,improve the mechanism of supervision and accountability and create incentive mechanisms to promote the implementation of precision identification at the macro policy level.We should also pay attention to strengthening the capacity building of grass-roots leading bodies and working members,give full play to the role of village workers,improve the enthusiasm of third parties to participate in precision identification,and improve the precision identification mechanism from the grass-roots government level.We should also strengthen the construction of villagers' autonomous organizations and encourage villagers to actively participate in village affairs to solve the problem of the impact of accurate identification within the village and focus on improving the accuracy of precision recognition.
