Precision Poverty Alleviation Research From The Perspective Of Asset Construction

The report of the 19 th CPC National Congress stressed that we should focus on tackling the task of eradicating poverty in areas with deep poverty and addressing regional poverty as a whole.Xihe County is located in Qinba Mountain area,where the country is concentrated and extremely poor.as well as the deficiency in the fight against poverty.The article mainly including seven parts,The first is the introduction,expounding the research background and significance,the domestic and foreign research present situation,the research content and the method,the research train of thought.The second part is the related concepts and theoretical basis,first of all,the concept of poverty,rural poverty alleviation and development,precision poverty alleviation and other concepts are defined,and then from the main content of asset construction,asset construction welfare effect,asset construction welfare model,On the aspect of the application of asset construction,this paper expounds the theoretical support of asset construction and analyzes the sustainability of accurate poverty alleviation.The third part is the evaluation of the poverty alleviation effect of Xihe County.Firstly,it expounds the poverty situation of Xihe County,and through the yearbook and literature,it arranges the poverty situation,the characteristics of poverty and the resource situation of Xihe County.Secondly,through the survey data provided by Gansu power grid,descriptive statistics are made on the sample data,and the main anti-poverty measures and contents of poverty alleviation villages in Xihe County are summarized and combed,and then based on the data results,respectively from human capital and financial capital,A concrete Analysis of the current situation of Poverty Alleviation by assets in five Dimensions of material Capital,Natural Capital and Social Capital.The fourth part is the reflection on the asset poverty alleviation in xihe county,Through the combination of field interview cases and data results,it is analyzed and explained that the current human capital level of xihe county is low and its self-development ability is insufficient from the five dimensions of asset construction.Shortage of financial capital and low utilization rate;Lack of material capital and high cost of poverty alleviation;The existing problems of poor natural capital,low utilization degree,weak social capital and poor coordination mechanism are analyzed respectively on the basis of cases.The fifth part is the countermeasures and Suggestions to improve the effect of asset poverty alleviation.One is to promote the human capital construction of poor households andstimulate the endogenous driving force;Second,innovate financial poverty alleviation mechanism and enhance the function of "hematopoiesis";Third,make full use of natural resources to improve the ability of sustainable development of farmers;The fourth is to improve the effectiveness of farmers' participation in poverty alleviation and guide the participation of social forces.
