The Influence Factors And The Performance Study Of Land Management In Taiqian County

The issue of agriculture,rural areas and rural areas has always been the top priority of China's economic development,and the land issue is the core of the three rural issues.In the report,xi made it clear that the land contract was stable and permanent,and that the second round of land contracts would be extended for another 30 years.In insisting on the principle of the rural land collective all land,contract right of ownership and management of the implemented separation division,farmers can take the contracted management of land circulation,which helps realize the intensive and industrialization of agriculture.Therefore,the transfer of rural land management rights has attracted the attention of all circles in recent years,especially the influence factors and performance of the transfer of land management rights.Taiqian county is located in the northeast of henan province,with flat terrain and fertile soil,suitable for the development of agriculture.The transfer of land management in taiqian county has been carried out for many years,so far there is no systematic research on the factors affecting the transfer of land management rights and the comprehensive performance of circulation.The research on the influence factors and the performance of land management right transfer has very important realistic and theoretical significance to the development of the three rural areas in taiqian county.ln this paper,through the consult literature,questionnaire,randomly selected from county nine towns in front of the 287 households of farmers as the main research object,by constructing the Probit model to analyze the current factors that affect the circulation of land management rights,in addition,in this paper,through building the appraisal system of economic and social indicators,the weight of each index are determined by using AHP method,using the comprehensive index method to calculate the front county and the town,s economic performance,social performance and comprehensive performance.The main conclusions are as follows:(l)The Probit model is constructed to analyze the influence factors of land management rights,the conclusion shows that land circulation of farm household income of farm household expenses,and the circulation of Iand management rights of farmers contracted land area have significant positive influence,will and the number of farm workers and farmers circulation on the behavior of peasant household land mobility has significant negative effects.(2)According to the statistical analysis of the samples,the turnmover ratio of land management in taiqian county is higher,reaching 48.8%.But the outflow of households was significantly higher than the inflow of farmers,and only 20 of the 140 samples that were transferred were in the sample.In the actual investigation,it was found that the large amount of land flowing into the land was mainly agricultural enterprises,while the individual inflow of land was less,and the inflow was generally about 20 mu.(3)In order to study the performance of land management rights,this paper constructed a set of scientific and reasonable contains two aspects of economic and social indicators evaluation system,eight indexes are selected and by using the analytic hierarchy process(ahp)each index assignment.Among them,the economic performance of rural land circulation mainly reflects rural land circulation in promoting agricultural development and increase farmers' income,the effect of target layer in the area of cultivated land per capita growth rate(A11),the growh rate of per unit area yield of grain(A 12)and per capita income growth rate(A 13)weighting,it shows that the rural land management rights can produce agricultural production scale and improve farmers' per capita income growth is the dominant factors influencing the rural land circulation economic performance;The social performance of the transfer of rural land management rights mainly reflects the effect of rural land management transfer in promoting rural social development and improving the living standard of peasants.Indicators in the engel coefficient of rural rate(A21),the proportion of rural land circulation(A22)and supporting farmers flow ratio(A23)weight is higher,it shows that the rural land management rights can improve farmers' living standard and farmers support land circulation is the important factors that affect land management rights and social performance.(4)Through the performance evaluation found that both front county is one of the nine villages and towns,land management rights transfer have brought positive performance,to the local economy and society has brought the certain positive role.And compared the comprehensive performance,economic performance and social performance of taiqian county and nine towns.Among them,the most comprehensive performance and economic performance is the one in the river,the lowest is chengguan town;The highest social performance is chengguan town,the lowest is wuba town.Because each township land management rights situation is different,so the performance of different performance there is no absolute good or bad,just from the performance evaluation results can reflect the situation of the local land management rights,side provide a basis in order to better promote the land circulation and the suggestion.
