Research On The Management Of Rural Collective Assets In Dongguan City

Before China's reform and opening up,Dongguan was just an agricultural county.However,as the Reform and Opening up Policy being implemented and promoted rapidly,coupled with its geographical advantage of adjacent to Guangzhou and Shenzhen,Dongguan,after 40 years of development,has gradually developed into a first-tier industrial city,with modernized manufacturing industry and service industry respectively being its main and secondary sector,yielding an impressive achievement in its development.At the same time,urbanization as one of China's development strategies,brings about tremendous changes to rural economic structure of towns in Dongguan,expanding the scale of rural collective assets at a rapid speed,which now accounts for more than 1/3 of Dongguan's economy aggregate.Since such amount is considerable,figuring out a way to effectively manage and further develop rural collective economy has now become the most urgent issue facing rural residents in Dongguan.Meanwhile,the change of Dongguan's development condition as well as its industrial upgrading process also impose new problems and challenges on the development of Dongguan's rural collective economy.What,s more,unsuitable management mechanism,relatively low-level development of industry,insufficient innovative capacity,lack of developmental sustainability,and other problems alike have greatly hindered the transformation and upgrading of rural collective economy in Dongguan.Therefore,in order to advance healthy development of tlie rural collective economy,policy makers should hammer out measures to improve the efficiency of asset nanagement,intensify the management of assets according to the arisen problems,so as to further explore a new path for the transformation and development of rural collective economy.Through carrying out investigation and research,this paper analyzes the status of,as well as problems existing in rural collective asset management in Dongguan,and puts forward solutions together with some suggestions according to the findings.Analysis on the current management of rural collective assets in Dongguan and its main problem may help governments at all levels in Dongguan,administrative departments as well as rLrral residents generate an objective knowledge about present problems exiting in rural collective asset management,so that necessary efforts can be made accordingly.Meanwhile,with the analysis,authorities and officials concerned can take a step forward in solving and preventing relative problems,offering proposals to improve the performance of rural collective assets management in Dongguan based on it,which the author hopes can also be taken as reference for other regions alike.To finish this paper,methods including literature research,comparative research,and system analysis have been employed.
