Study On The Contradiction Of Collective Land Expropriation In Gaoyao District Of Zhaoqing City And Its Countermeasures

With the development of China entering the fast lane,the urbanization process has been accelerating throughout the country,and local governments have paid more and more attention to the construction of new countryside.Collective land acquisition has become one of the central tasks of local governments.However,in the actual work of land expropriation,there will always be various factors that trigger different types of land acquisition contradictions,affecting local economic development and social harmony and stability,and cause widespread concern.The essence of the contradiction of land expropriation is the game between different interest groups,especially between the government and the village collective,between the government and the villagers,between the village cadres and the villagers.How to ensure the public interest based on the national level to the greatest extent,while taking into account the fact that the legitimate rights and interests of the land-expropriated villagers are not infringed,the key lies in how to improve the collective land acquisition system.Based on the theory of social conflict and the theory of public interest,this paper introduces the main practices of land acquisition in China and abroad,and summarizes the advanced experience worthy of reference through analysis and comparison.This paper combines the large amount of work,the wide coverage and the lack of land acquisition capacity in the collective land acquisition in Gaoyao District of Zhaoqing City,and takes the contradiction arising from the collective land acquisition in this area as the research object,and deeply analyzes the rural collective in the area.Issues such as land acquisition approval procedures,compensation systems,individual awareness of villagers,and loopholes in cadre supervision and management mechanisms.Through field interviews,case studies,literature research and other methods to analyze the causes of contradictions,on the basis of this,from the standard level of land acquisition and approval procedures,strengthen the supervision of village finance and cadre management,and create professional land acquisition work.The team and other missions propose countermeasures to effectively alleviate the contradiction of rural collective land acquisition.
