The characteristic town was built in the whole country in 2016.In the past two years,403 national-level characteristic towns have been announced,and the development momentum is rapid.There are currently 14 national-level characteristic towns in Guangxi.Compared with other provinces in the country,the number of characteristics is not obvious,and the construction funds are insufficient.Guangxi should explore its own potential and accelerate the establishment of a characteristic town with Guangxi characteristics,outstanding industry and good development prospects.The characteristic town with health and wellness function is regarded by many experts and scholars as the key breakthrough direction and future development trend in the characteristic town.It is based on the health care,pension,health and vacation as the core leading industry,relying on advanced medical care.Facilities,good ecological environment and natural health resources,a characteristic industrial town that integrates the development of old-age,health,accommodation,tourism,fitness,and vacation industries.Based on the analysis of the present situation of the service industry for the aged in Guangxi,combined with the actual situation in Guangxi,this paper believes that Guangxi longevity culture has advantages,rich medical resources,and a healthy industry has a certain foundation.It can give priority to the development of health and wellness-style characteristic towns.The level of the aged care service industry in Guangxi.After analyzing the construction of Guangxi health and wellness characteristic towns,it is believed that the biggest challenge of the characteristic towns at present is the lack of funds.In response to this problem,this paper elaborates on the connotation and characteristics of the PPP(Public-Private Partnership)financing model,and believes that the PPP financing model can effectively alleviate the government's financial pressure in the construction of characteristic towns,reduce risks and improve construction quality.With efficiency.It is recommended that the PPP financing model be applied to the construction process of the characteristic town project.From the perspective of the government,this paper presupposes the new project of characteristic towns.Firstly,it analyzes the feasibility and necessity of applying PPP financing mode to the characteristic town project.On this basis,it chooses from many types of PPP financing models and thinks The BOT(Build-Operate-Transfer)operation mode under the franchise-based PPP financing mode is suitable for the construction of new projects in health and wellness Town.After defining the main body,responsibilities and specific financing process structure of the model,the traditional government procurement model is compared.The advantage of cost saving and effective risk sharing.The last part is based on the case analysis,based on the value-for-money method,qualitative and quantitative evaluation of the PPP old-age community project in Xiangzhou County,Laibin City,Guangxi,which proves that the construction of health and wellness Township project is more complex than the traditional procurement model under the PPP financing mode.Value for money,to achieve the effect of cost savings and social resources,so that the project has increased value.Through the full-text research,this paper believes that Guangxi has the advantage and foundation of developing a well-developed characteristic town.Selecting the BOT/BOOT,BTO and other modes of operation under the franchise-based PPP financing mode to build a health and wellness characteristic town project can alleviate the government's excessive financial pressure.Take risks too high.Based on the qualitative and quantitative analysis of the value-for-money method,the health and wellness characteristic town project was evaluated by calculating the PPC value(Public Sector Comparator),which verified that the PPP financing model can save construction costs better than the traditional government procurement model.In order to achieve the goal of reducing government financial pressure.
