Research On Financing Model Of Ppp Project In Characteristic Tourism Town

As China's economic development has entered a new normal,the construction of characteristic tourist towns has also achieved certain results.The tourist town is the space carrier of the industry,integrating cultural tourism,characteristic industries and comprehensive development,focusing on the combination of characteristic industries with new urbanization and urban and rural integration.At the same time,the construction of tourist towns has the characteristics of large investment quota,long cycle and high construction risk.Therefore,it is difficult to achieve construction goals simply by relying on investment from government departments at all levels.Since the Third Plenary Session of the Eighteenth Central Committee,the development of PPP mode in China has been springing up,but the application time in the construction of characteristic tourist towns is still short,and there is still no basis for the selection of financing mode of PPP projects,which is likely to cause short funds and lag behind projects.Therefore,the choice of a reasonable financing model is related to the smooth implementation of the PPP project in the characteristic tourist town.Based on this paper,the following researches were carried out using literature analysis method,expert scoring method,AHP analysis method and extension goodness analysis method.Firstly,this paper takes the characteristic tourist town PPP project as the research object,and combines the previous literature and related materials to deeply analyze the relevant theoretical knowledge of PPP model and characteristic tourist town,and summarizes the definition of two internationally recognized PPP models.And combined with the three characteristics of PPP financing mode public welfare,partnership,risk sharing,the specific financing modes of PPP projects are divided into: privatization,outsourcing and franchising.Secondly,according to the applicability of PPP operation modes and the characteristics of characteristic tourism town projects,the advantages and disadvantages of several common financing modes of BOT,BLT,TOT and BOO in franchise PPP are analyzed.Thirdly,combined with the questionnaire survey,the AHP analysis method is used to determine the indicators and weights of the PPP project financing model index system,and the PPP characteristic tourism town project financing selection method is given based on the extension goodness evaluation method.Finally,the paper analyzes the financing mode of PPP project in the construction of tourist towns in S town of W city,and obtains the financing mode of characteristic town construction with the BOT model as the best according to the financing selection method,and aims at the application and development of the characteristic tourist town PPP project.Put forward policy recommendations and provide reference and theoretical support for the selection of FPP project financing operation mode.
