Under the circumstance of deepening the reformation of tax collection and management system,comprehensively implementing the policy of replacing the business tax with a value-added tax,carrying forward to construct a normalized system for tax revenue,as a junior tax authority,there still have some problem in our daily work,like the tax administration system is instablity,the revenue officers in junior tax authority are lack of policy enforcement and they don't have enough efficiency of operations.In the thesis,I'm going to make a deep analysis of the office establishment for junior tax authority and improving the management system for individual performance.In allusion to the current situation of Shenyang State Administration of Taxition Bureau of High and new technolgoy Development Area as an sample,making a summary of the achivement on the management system for individual performance,at the same time,we should focus on the shortcomings,which is reflected that some of performance indicators are divorced from reality,the performance appraisal is not strictness enough,the process management information can't fedback in time,the application of results is not good enough etc.The primary reason for the shortcomings are:first of all,the grass-root work is complicated,we have a deviation of conception for performance management system;secondly,because of the performance indicators can't make a completely coverage,few omissions exists among the posts,so we can't define the responsible subject;thirdly,we always attach importance to the results,but not the process,that's the reason why the evalueated result can't fed back in time,the application of results are deeply controled by ages and qualifications.Considering of the physical truth,we put forward six points to complete the individual performanc of Shenyang State Administration of Taxition Bureau of High and new technolgoy Development Area:the thesis presents a new pattern called"performance appraisal plus X",improving and completing the management system for performance indicator,making a standard of working process and position statement,improving the quality and effects of individual performance,laying emphasis on the fed back of individual performance,consummating reward and punishment mechanism for individual performance.
