Government performance plays a very important role in the government's administrative career.Therefore,performance appraisal has gradually become the focus of government reform research.The government continuously improves its administrative management efficiency through performance appraisal methods to achieve the goal of building a service-oriented government.In the process of managing national fiscal revenues and regulating the country's macroeconomics,the government's national taxation department must also perform its administrative functions and improve its administrative efficiency on the basis of performance appraisal.It can be seen that performance appraisal includes the IRS.The national government departments occupy an irreplaceable position.This paper selects the State Taxation Bureau of the Shenyang Financial and Trade Development Zone as an analysis case to analyze the problems existing in the internal performance appraisal of the State Taxation Bureau of the Shenyang Financial and Trade Development Zone,and proposes a new plan for the performance appraisal of the State Taxation Bureau of the Shenyang Financial and Trade Development Zone,and strives to be practical.,truly improve the performance of tax organizations.This article mainly discusses the content of performance appraisal,adopts the literature research method to carefully study and summarize the relevant research of domestic and foreign scholars,so as to provide articles of thought and theoretical basis for article writing,with the State Finance Bureau of Shenyang Finance and Trade Development Zone.As an actual research case,the internal performance appraisal found that the main problems in the State Taxation Bureau of the Shenyang Financial and Trade Development Zone are that the main responsibility for performance appraisal is unclear,the organizational objectives are not effectively decomposed,and the assessment indicators are not targeted.In the process of performance appraisal,we do not attach importance to communication and the results of performance appraisal are too monotonous,and propose methods for constructing new plans for performance appraisal.This will make the bureau leaders become the main body of performance appraisal,reasonably design performance appraisal indicators,and implement performance appraisal process step by step.And in the process of strengthening communication,diversified use of performance appraisal results and other methods.Based on the theory of the National Taxation Bureau's performance appraisal research at home and abroad,this article combines the key performance indicator theory with the balanced scorecard theory,examines the case,and proposes a composite performance appraisal mode of work based on the actual situation,emphasizing that only In the case of full communication and full approval,performance appraisal can play its biggest role.
