Research On The Management System Of Yangzhou National High-tech Zone

In the past 20 years,Yangzhou National Hi-Tech and Industry Development Zone(YNHIDZ or the Zone)has become a regional innovative area featured by considerable industries and R&D capabilities.Problems in administrative system are highlighted,due to its expansion,its increasing social functions as well as the requirements on innovative development,especially the new requirements after it was approved as a national zone in 2015.It is imperative to have a reform.In employing such methods as the literature research,comparative research,systematic analysis and field research,the thesis sheds light on the administrative system conditions and problems of the Zone and suggests the measures on the innovative administrative system.Dominated by the local government,the Zone,as a hi-tech industry park,takes the administrative model of integrating the town(where the zone is located)with the zone.The administrative body of the Zone has realized the incompatibilities between the original management regimes and the rapid development of hi-tech industry and taken actions to reform.The Zone has established three-tier management system including the strategic decision,administrative execution and operational development.It has optimized management functions,increased efficiency and quality of clearance services.It has also do initial exploration of the mechanism of selecting and employing persons,optimized the environment for innovation and entrepreneurship.But the Zone still has a long way to go in light of the administrative system reform.Actually,the administrative body has not been delegated more power.Coordination mechanisms at the municipal level are not functioning.The talent team is not strong.The innovation service system is imperfect.There is a lot of obstacles in coordination between industry and Colleges.In order to give a solution,drawing on the experience of the Silicon Valley in the US and Suzhou Industrial Park in China,the paper proposes the reform routes and measures.We should confirm the legitimate position of the Zone,carry out the administrative functions of the body and build the conciliation mechanism between the government at different levels.And we also need to cultivate the modern managerial ideas,improve the internal administrative mechanism and deepen the integration of the industries,colleges and researches.The innovation in the Zone administrative system is unstopped.Based on the external and internal changes,we should keep going to make the Zone administration vital and dynamic.
